2RN distributes and transmits the programme services of the Irish Radio and Television services. National TV services Saorview and Saorsat and national, regional and local FM and LW radio services. 2RN also provides site services/facilities to mobile telephone and broadband operators, private communications companies and emergency services.
2RN is a wholly owned subsidiary of RTÉ (Raidió Teilifís Éireann). RTÉ is Ireland's national public-service media organisation.
Purpose of Job:
As an integral member of 2RN’s Senior Management Team, reporting directly to the Executive Director, the Operations Manager has overall responsibility for overseeing countrywide engineering operations and maintenance functions. This pivotal role is instrumental in ensuring the seamless distribution and transmission of national, regional, and local broadcast services and supporting telecommunications customers.
Key Responsibilities
Leadership: Provides leadership and direction to the managers of the regional field-based operations & maintenance engineering teams and activities, and to 2RN’s in-house IT services, to ensure the smooth & continuous running and development of the distribution and transmission of national, regional and local services while also supporting telecommunications customers.
Operational Excellence: Oversees the day-to-day operations and maintenance of broadcast distribution and transmission facilities nationwide, ensuring optimal performance, reliability, efficiency and conformance to technical standards.
Quality Assurance: Develops, monitors and implements quality control measures to ensure performance standards are set to meet Service Level Agreements and adhere to regulatory requirements and industry best practices.
Risk Management: Identifies and mitigates operational risks through proactive planning, monitoring, and implementation of robust contingency measures.
Performance Monitoring:
* Develops and oversees performance metrics to assess operational efficiency, identify areas for improvement, and drive operational excellence.
* Develops and oversees effective cost & activity reporting/KPIs in the regions including continued development of computerized systems and reporting, including maintenance system.
* Co-ordinates fault analysis and reporting.
Compliance:
* Ensures compliance with regulatory requirements, licenses, and permits governing broadcast operations, maintaining a high standard of legal and ethical practices.
* Ensures processes and procedures are in place (e.g., testing) to ensure compliance with SLAs and regulatory requirements.
* Accountable for ensuring compliance with Health and Safety regulations, policies and guidelines.
Resource Management:
* Effectively manages technological resources to support operational objectives and facilitate continuous improvement initiatives.
* Effective management of budgets & costs – developing and managing capital and operational budgets.
Project Management:
* Leads and guides projects related to system upgrades, expansions, new installations & decommissioning activities.
Stakeholder Engagement:
* Fosters positive relationships with internal stakeholders, including technical teams and external stakeholders such as regulatory bodies and service providers, and provides key interface with major customers and suppliers.
* Develops client relationships and business opportunities.
Other duties which may be assigned in line with the needs of the business.
Knowledge and Experience: Ideally, applicants will hold a degree, or similar, in Electronic Engineering, Telecommunications or a related Engineering field, and have:
* An established and relevant track record in the broadcast/telecommunications engineering or associated industry – preferably 10+ years in engineering including 5 in a management role.
* Proven experience in operations management in an engineering/technical environment with a geographically dispersed infrastructure and workforce where health and safety is an active priority.
* Comprehensive knowledge of broadcast technologies, transmission systems, and regulatory standards is an advantage.
* Relevant technical knowledge or experience in/with:
o Installation & maintenance procedures for network transmission and broadcast systems.
o In-depth knowledge of digital and analog broadcast transmission systems, equipment, and facilities.
o Industry best practices.
* Established track record of effectively working and managing within cross-functional teams.
* Excellent analytical, problem-solving, and decision-making skills with a proactive approach to operational challenges and opportunities.
* Excellent communication and interpersonal skills, with the ability to collaborate at all levels with internal and external stakeholders.
* Planning, organisation and project management experience.
* Full clean driving license.
This appointment will be offered by 2RN on an ongoing, full-time contract basis on the Department Manager Grade 1 salary range of €81,467 to €112,141.
