The role of Head of State Property Valuations includes, but is not limited to, the following duties:
* Leading and continuously developing Tailte Éireann’s State Property Valuation Function including overseeing “Red Book” compliant valuations including Market Value, Fair Value and Market Rent work for a wide range of purposes including under Circular 11/15, Asset Valuations, LDA Act, Rent Reviews, and Appeals / Arbitrations;
* Delivering on the continuous development of State Property Valuation services and clients in line with agreed business plan and strategy;
* Engaging with policy and legislation pertinent to State Property Valuations;
* Driving the State Property Valuations strategy and ensuring ongoing improvement of service and reporting standards and compliance;
* Fulfilling a key advisory role to the Chief Executive Officer, Chief Operating Officer Valuations, and the Chief Valuer on State Property Valuations;
* Contributing effectively to the decision-making processes of the Valuation Leadership Team;
* Providing input to Tailte Éireann’s technology innovation agenda through liaising with the Chief Information Officer;
* Ensuring continuous improvement and effective use of the operating system (AXIA) in the State Property Valuations process, in conjunction with the Head of Service Delivery;
* Providing specialised expertise both internally and externally through an in-depth understanding of best international valuation practices and principles;
* Contributing to the development of organisational strategies, objectives, and corporate policies;
* Supporting cross-collaboration by partnering with all areas of Tailte Éireann and capitalising on specialised areas of knowledge to achieve both function-specific and organisation-wide objectives effectively;
* Supporting Tailte Éireann Valuation in meeting regulatory and professional requirements including those of the RICS Valuer Registration Scheme;
* Providing direct supervision and input for intricate, high exposure, and sensitive cases, including new areas of work where specialised knowledge and experience is required to ensure successful service delivery;
* Overseeing the development and reporting of Key Performance Indicators (KPIs) and metrics for the State Property Valuation area;
* Managing the growing workload while ensuring process improvement and building efficiencies in State Property Valuations;
* Overseeing and leading the provision of expert advice on significant / strategic capital and rental valuation projects;
* Actively engaging with clients and stakeholders on a regular basis, through the facilitation of presentations and meetings to ensure that State Property Valuation services are successfully delivered and improved in line with agreed timescales and parameters;
* Developing business including extending the scope of the non-statutory valuation work carried out by Tailte Éireann and the provision of specialist technical expertise, advice and support to internal and external Government stakeholders in relation to property valuations;
* Contributing and participating in internal and external committees, steering groups and to promote continuous process improvements;
* Actively participating in voluntary external professional engagements such as with universities, and international valuation agencies, where required;
* Championing Learning and Development including continuous professional development initiatives for the State Property Valuations function and contribute to plans for Valuation training that extends to other areas of business within Tailte Éireann to promote business cohesiveness and cross-collaboration.

Job Requirements (including qualification & experience)
On the closing date of Monday, 31st March 2025 at 5pm candidates must satisfy all the following requirements:
* Hold a relevant academic qualification at minimum Level 8 on the National Framework of Qualifications or equivalent; and
* Hold a professional qualification of Chartered Surveyor or an equivalent professional qualification; and
* Have at least 2 years satisfactory practical experience in a relevant valuation team management role; and
* A record of achievement as a leader in the area of property valuation in their career to date; and
* The capacity to demonstrate to a high level the key competencies that have been devised for posts at this level under the following headings:
