Capital Works Project Manager

What you will be doing:
1. Provide services as appropriate in the development and execution of major capital projects in ACUTE and NON-ACUTE settings.
2. Manage the preparation of a comprehensive brief for the projects in consultation with services and capital & estates personnel and advisors.
3. Ensure that the brief is known and understood by all those who are likely to work in the new facility.
4. Manage necessary consultation processes, meetings, and other activities necessary for satisfactory project completion.
5. Comply with all regulatory requirements including permissions, licenses, certificates, and approvals.
6. Act as senior administrative officer for the management of the project and help resolve issues quickly.
7. Define requirements for design services, buildings, and equipment.
8. Advise on the selection of Design Teams, other professional services, and Contractors for Capital Projects.
9. Arrange for preparation of specifications, drawings, and contract documents for Capital Projects.
10. Obtain approval to proposals as necessary in accordance with protocols and regulations.
11. Develop proposals with selected design teams and contractors.
12. Develop action plans for the timely and efficient completion of contracts.
13. Supervise staff and contractors in the implementation of agreed programmes.
14. Work with service management and nurse planners to ensure effective equipping/commissioning.
15. Manage and control agreed project timescales and budgets.
16. Anticipate difficulties and problems and ensure they are resolved or escalated as necessary.
17. Manage and control expenditure on each assigned project.
18. Check design team fees accounts and process payments to contractors and design team firms.
19. Advise line management on measures for the orderly phasing out of services in old facilities.
20. Ensure appropriate maintenance arrangements are put in place for new buildings.
21. Plan and supervise the execution of minor capital works.
22. Prepare budgets for the carrying out of proposed programmes.
23. Define staff or contract resources necessary to discharge agreed programmes.
24. Ensure that all buildings, services, equipment, and vehicles under control are adequately maintained.
25. Work with and support the activities of the Property Manager.
26. Ensure that adequate fire prevention and safety measures are applied.
27. Provide advice on the efficient use of energy in healthcare premises.
28. Engage in the performance achievement process with your Line Manager and staff.
29. Co-operate with the Health Services Transformation Programme as required.
30. Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role.
31. All other duties as requested or assigned.
What you need to apply:
1. Hold a Level 8 (or higher) QQI major academic award in Architecture, Engineering, or Surveying accredited by the relevant Professional Institute.
2. Have Full Membership of the relevant professional association.
3. Have at least seven years’ satisfactory & relevant experience in planning, design, project management, or construction.
4. Possess the requisite knowledge and ability for the proper discharge of the duties of the office.
