Tallaght University Hospital (TUH) is one of Ireland’s largest acute teaching and learning hospitals, with adult, psychiatric and age-related healthcare on one site. The Hospital has 450 inpatient adult beds, 74 onsite day beds for Dialysis, Oncology, Infusion, Haematology, Cardiology, Bone & Joint and minor surgery services. The Hospital also has a Day Surgery Centre located near the Hospital which has four theatres and 25 bays for elective surgery. There are an additional 61 offsite beds under its governance. The Hospital is staffed by over 3,500 people with 64 different nationalities represented on the team.
The Hospital is a provider of local, regional and national specialties. It is a designated trauma unit incorporating the National Pelvic and Acetabular Unit, a national Urology Centre and the second largest provider of renal dialysis services in the country.
One of the two main academic teaching hospitals of Trinity College Dublin - TUH specialise in the training and professional development of staff in areas such as Medicine, Nursing, Health & Social Care Professionals, Emergency Medicine and Surgery, amongst many others. TUH is part of the Dublin Midlands Hospital Group which serves a population of over 1.2 million across seven counties.

Purpose of the Role:
HIPE is a health information system designed to collect demographic, clinical and administrative information on discharges and deaths from acute hospitals nationally.
HIPE Clinical Coders extract the relevant information from the Patient’s Medical Record and translate this information into alpha-numeric code. The coding classification used is the International Statistical Classification of Diseases and Related Health Problems Australian Modification Tenth Revision (ICD-10-AM) and The Australian Classification of Health Interventions (ACHI). The Clinical Coder performs an essential function in providing quality, accurate, and uniformed medical information and greatly contributes to the continuous growth of medical knowledge. In addition HIPE Data is used by the Healthcare Pricing Office (HPO) to fund Hospitals through the Activity Based Funding (ABF) Process.
The Clinical Coder Grade V will perform such duties as are outlined in this job description.
Commitment to continuous professional development in HIPE Clinical Coding and Activity Based Funding with the Healthcare Pricing Office HSE and completion of relevant internal training programmes available through our Centre for Learning & Development Prospectus at Tallaght.
General Accountability:
Report to the HIPE Clinical Coding Manager / Deputy Clinical Coding Manager.
Qualifications & Experience Required
Must have:
* Have obtained at least Grade D3 in five subjects in the Leaving Certificate Examination (higher, ordinary, applied or vocational programmes) or equivalent
* Have passed an examination at the appropriate level within the QQI qualifications framework which can be assessed as being of a comparable to Leaving Certificate standard or equivalent or higher i.e. Fetac Level 5
* Have satisfactory relevant experience which encompasses demonstrable equivalent skills
* Have three years’ experience in an Acute Hospital in the role of HIPE Clinical Coder.
* Have a high capacity for responsibility and individual initiative
* Have excellent organisational and planning skills
* Have sufficient administrative capacity to discharge the functions of the post
* Have knowledge of Microsoft Office and other related packages
* Have fluent spoken and written command and understanding of the English language
Desirable:
* Have completed the HIPE Clinical Coder Mandatory Training for HIPE Clinical Coders with the Healthcare Pricing Office HSE and completed the Certification in Clinical Coding with the Technology University Dublin.
* Candidates who have not completed the HIPE Clinical Coder Mandatory Training for Clinical Coders with the Healthcare Pricing Office HSE and the Certification in Clinical Coding with the Technology University Dublin will be recruited at Grade IV pending the completion of both the HPO and TUD Training / Certification.
* Comprehensive Knowledge of the International Statistical Classification of Diseases and Related Health Problems Australian Modification Tenth Revision (ICD-10-AM) Eight Edition and The Australian Classification of Health Interventions (ACHI) Eight Edition.
* Comprehensive Knowledge of Australian and Irish Coding Standards.
* Have a knowledge of the HIPE and Activity Based Funding Process.
* Have a sound understanding of the HIPE / ABF process within a large Hospital.
* Have the knowledge and skills to use all functions on the HIPE Portal.
* Be competent in the use of the HIPE Coding Audit Tools (HIPE Coding Auditing Tool Kit (HCAT) & Checker.)
* The skills and knowledge required to mentor Junior Clinical Coders.
* The skills and knowledge required to engage with Clinicians on all HIPE Coding and ABF related matters.
Reward & Recognition
* Remuneration is in accordance with the Department of Health Consolidated Salary Scales, 1st June 2024.
* €49,702- €59,457
* The appointment is part time, permanent and pensionable
* The annual leave entitlement is 29 working days per year pro rata. The leave year runs from 1st April to the 31st of March each year
* Normal working hours are 21.14 worked over 5 days. Your contracted hours of work are liable to change between the hours of 8 am to 8 pm over 7 days to meet the requirements for extended day services in accordance with the terms of the Framework Agreement.
