It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities.
Businesses managed by the NTMA include borrowing for the Exchequer and the management of the National Debt, the State Claims Agency, the New Economy and Recovery Authority ("NewERA"), the Ireland Strategic Investment Fund, National Development Finance Agency and the NTMA Future Ireland Funds business unit with responsibility for the management of the Future Ireland Fund and Infrastructure, Climate and Nature Fund.

The global portfolio forms a substantial part of the ISIF's assets, primarily invested in public markets.
The capital in this portfolio supports the strategy of the Irish portfolio and external requirements as required by the Minister for Finance.
This portfolio is of strategic importance as the performance and risk characteristics of this portfolio meaningfully impact those of the total ISIF portfolio.
As important is the significant contingent liquidity the portfolio provides both for the ISIF's and the Irish government's objectives.
The global portfolio strategy is centred on a structured approach to supporting ISIF's objectives with significant focus on liquidity and achieving ISIF's benchmark.

Role Summary This role sits within the Investment team in ISIF.
This team is responsible for the investment management of the ISIF Global Portfolio.
The candidates will play a key role in the team responsible for the ongoing development and implementation of the Global Portfolio Strategy, the management of the investment portfolios, the oversight of third-party investment managers, and the management of the investment performance and risk against appropriate benchmarks.
The role will also involve liaising and working with the portfolio management team, ESG implementation, risk and performance requirements as well as initiatives within the wider on NTMA.
All members of the ISIF team are required to remain flexible to respond to the dynamic nature of the ISIF mandate - this may require team members to apply their skills outside of their core areas of responsibility, from time to time.
Principal Accountabilities The principal responsibilities will include the following: Investment Strategy and Portfolio Construction: Ongoing refinement and implementation of the investment strategy.
Portfolio Management: Oversight and management of the investment portfolio, ensuring alignment with the investment strategy and risk tolerance.
Market Analysis: Conduct detailed financial market analysis to identify investment opportunities and risks.
External Manager Research: Conduct detailed research and oversight on external managers Selection of investment managers and ongoing monitoring of their performance Management of the overall performance and risk of each of the mandates, in line with appropriate benchmarks.
Liaising and managing relationships with wider ISIF team, as well as internal NTMA teams - Accounting & Finance, Risk, Legal Qualifications Third level qualification in Economics, Finance or a related discipline.
Further qualification such as CFA / CAIA, candidate or willingness to achieve, is desirable.
Demonstrable interest in economics, financial markets and in developing knowledge and expertise.
Skills and Experience 7+ years' experience in any of investment management, investment banking or investment consulting focusing on financial markets, structured products, risk, portfolio management or trading Experience developing and delivering strategies involving input from, and coordination across, multiple stakeholders.
Experience of investment in public and private markets an advantage Strong communication skills, Strong investment acumen and experience Individual needs to be diligent, self-motivated and a clear thinker A flexible team player capable of managing a number of stakeholders in a professional manner Comfortable with evolving and changing priorities Personal characteristics of integrity, discipline, curiosity, commitment Strong working knowledge of markets and investments / investment strategies Experience of working with investment managers is beneficial Strong numerical and analytical skills Solid understanding of current investment environment Pension Abatement If an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to or in receipt of a pension from the Civil or Public Service or where a Civil/Public Service pension comes into payment during the appointee's re-employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012.
