Job Title: International Programmes Support Officer
Job Location: Concern Dublin Head Office, with possibility of travel to a country office
Reports to: Reporting lines will depend on the role. In all roles, you will work closely with colleagues from across the International Programmes Directorate, as well as colleagues from other departments including Strategy, Advocacy and Learning, Communications, and Fundraising.
About the role: These are 12 month positions with a salary at Global Band 3 ( €34,432 - €39,351). We would like you to start in September 2024.

As an International Programmes Support Officer you will work with and support Desk Officers, Regional Directors and the International Programmes Director on a variety of tasks that, collectively, will provide you with a broad overview of the work of an international humanitarian and development NGO. One day will never be the same as the next! You will also have the opportunity to develop a deeper understanding of one or more countries or research topics directly relevant to the programmes. This could involve reviewing the potential for innovation in environment and climate change projects, investigating funding trends, or analysing approaches to protracted crises.
In brief, the three positions will be split as follows:
1. Support to the International Programmes Director and CEO
2. Dedicated support around Concern’s Grants Management System and roll out of associated IT projects
3. International research and administrative support to Desk Officers
While each position will involve a similar range of activities, there will be a difference in emphasis in line with the requirements of the specific role.
If you join us, you will be involved in:
Information Management
4. Ensuring consistency of document storage to facilitate rapid retrieval of information.
5. Participating in archival reviews, to ensure the organisation is compliant with donor and GDPR requirements.
6. Assisting in the roll out of the Digital Workplace by uploading essential country information to shared drives.
7. Supporting the review/audit of grant management records within Concern’s grants management system (GMS), identifying gaps and offering guidance for country teams to implement improvements.
8. Producing GMS reports for Grants Managers, Desk Officers and Regional Directors and other staff as necessary.
Communications
9. Assisting country offices and line managers in the production of high quality country factsheets, overviews and programme briefs.
10. Producing and editing content for internal and external Concern web pages.
11. Collating information in response to external requests and those from colleagues across the organisation.
Desk Research
12. Monitoring key websites for noteworthy information and articles as they become available (including universities, UN agencies, FEWS Net and other media outlets, in addition to subscription sites)
13. Producing high-quality desk research on one or more subjects selected by your line manager, in consultation with country teams and the Strategy, Advocacy and Learning (SAL) Department.
14. Supporting proposal development processes through desk research on context and humanitarian needs, as required.
15. Supporting research into the funding environment of one or more countries/regions (donor mapping, fundraising strategies).
Country Programmes Support
16. Providing dedicated, time-bound support to one or more country office(s) in Grants Management, Communications, Programme Development, MEAL or Logistics, (to be determined based on the specific skill set of the selected candidate and the needs of the country at the time).
17. Supporting Desk Officers in reviewing draft proposals/reports/evaluations to ensure consistency, accuracy, and compliance with donor requirements.
18. Booking/overseeing travel arrangements for staff visiting country programmes.
Other duties
19. Participating in regional and departmental meetings and planning processes.
20. Contributing to accountability mechanisms, including country-specific or organisational audits.
21. Keeping key departmental contact lists up to date.
Your skills and experience will include:
Essential:
22. A degree in development studies, international relations, or a related field.
23. Strong communication and administration skills, including excellent written and oral presentation skills.
24. Knowledge of the political, social, and economic context of one or more of the countries in which Concern is present.
25. Fluency in written and spoken English.
26. Excellent organisational skills coupled with the ability to work on own initiative.
27. Ability to work to tight deadlines.
28. Ability to maintain confidentiality and discretion at all times.
29. A high degree of flexibility and enthusiasm.
Desirable:
30. Master’s Degree in a relevant field.
31. Knowledge of Core Humanitarian Standards, Sphere and HAP Standards and other international humanitarian guidelines and protocols.
32. Experience in developing and using monitoring and evaluation tools.
33. Fluency/strong working knowledge of French and/or Arabic.
