Job Title: Senior Emergency Responses Manager
Reporting to: Head of Homeless Services
The Senior Emergency Responses Manager is responsible for leading, coordinating, and delivering all of COPE Galway's emergency responses for single people experiencing homelessness. This role ensures the delivery of high-quality services in line with the National Quality Standards Framework for Homeless Services (NQSF) and involves leading and implementing change, identifying service delivery gaps, and designing and operationalizing new services.
The role is strategic, sitting between Service Managers and the Head of Homelessness. Managers in homeless services working in emergency responses for single people will report directly to this position. Collaboration is essential, as the Senior Manager will work closely with two other Senior Homeless Services Managers and the wider Homeless Services and COPE Galway Teams, while also developing relationships with statutory and voluntary agencies across Galway City and County.
This is a new role with the opportunity to shape the future direction of COPE Galway's emergency responses to homelessness.
Current Emergency Responses
COPE Galway Fairgreen Hostel is a 26-bed Supported Temporary Accommodation (STA) facility for men, and COPE Galway Osterley House is a 12-bed STA facility for women. Each person availing of these services is assigned an onsite keyworker to identify their individual holistic needs and support them in progressing pathways out of homelessness. These longstanding services in Galway work collaboratively from an interagency approach to achieve positive outcomes.
* The COPE Galway Day Centre offers various services for individuals experiencing homelessness in Galway, including:
* Referral to and placement in emergency accommodation
* Provision of housing information
* Support in accessing welfare and health services
* Access to food and refreshments, showering facilities, laundry, and clothes exchange
* Access to bedding for rough sleepers
* Facilitation of in-house medical clinics
* Street Outreach 4 evenings and 4 mornings per week
* Support to single people in Private Emergency Accommodation (PEA)
COPE Galway also operates a seasonal Cold Weather Response to reduce the risks of harm associated with rough sleeping during inclement weather, including the risk of death due to hypothermia.

Duties and Responsibilities
The Senior Manager is responsible to the Head of Homeless Services. Their key duties include:
Leadership and Management
* Lead COPE Galway's emergency responses to homelessness, managing a team of managers and leads, and developing capacity within the team.
* Support managers in recruitment processes, ensuring fairness and adherence to HR recommendations.
* Provide support and supervision to the Emergency Responses Management Team and other team members in the absence of their manager.
* Collaboratively lead the rollout of Trauma Informed Practice across Emergency Responses.
* Proactively identify gaps in service provision and design solutions, including the development of new services.
Client Services
* Ensure a safe, welcoming, and friendly environment in service operations.
* Support the development of a proactive and flexible approach to client engagement.
* Ensure services operate a care and case management system in line with best practice.
* Embed a culture of positively receiving complaints and feedback.
Key Terms and Conditions
Frequency of Work: 37 hours per week, roster to be agreed with the Head of Homeless Services
Contract Period: Permanent
Salary/Pay-scale: €60,092 per annum
Method of Pay: Monthly by credit transfer
Person Specification
* A minimum of five years' experience in a management role in a comparable area of work.
* A minimum of five years' experience working with vulnerable communities.
* A recognised third-level qualification (minimum level 8) in Social Care or a related field.
* A minimum of three years' specific experience working with people experiencing homelessness.
* A commitment to the Vision, Mission, and Values of COPE Galway.
Core Competencies
* Strong Management, Leadership, and Mentorship Skills.
* Ability to build and maintain positive relationships and networks.
* Excellent report writing, IT, communication, and presentation skills.
