We are currently recruiting for an experienced Procurement Specialist to join an energetic, enthusiastic, and evolving procurement team.
The procurement department works cross functionally and delivers a proactive, comprehensive, high-quality service in line with best practice and business requirements.
The Procurement Specialist will work independently and drive decision making whilst adhering to Public Procurement policy and law. They will also, be a strong collaborator and team player within the wider procurement team to deliver best in class service, solutions and procedures across the industry and organisation.
Key Responsibilities:
Provide a comprehensive procurement service to all purchasers and budget holders.
Work with multi-disciplinary cross-functional teams and give best practice advice and support to all staff involved in procurement of goods and services and works related, with particular emphasis on customer service, value for money, commercialisation, sustainability and compliance with EU Directives, government procurement guidelines and in-house procurement policy and procedures.
Assist with the development and implementation of procurement policy and procedures, corporate and procurement plans in agreement with Procurement & Contracts Manager
Monthly visits to racecourses and other key stakeholders to build and develop relationships.
Provide on-going customer service, support, and expertise to colleagues/stakeholders in relation to:
o compliance with EU, Government, and in-house procurement rules
o procurement best practice and value for money
o Sourcing of innovative solutions
o Support via mentoring, the development of Junior Staff.
Supplier Management.
o Provide high quality record keeping and file management within the Procurement department.
o Review and manage key strategic supplier relationships
o Assist Business Units to strive for supplier quality improvements and cost containment while ensuring business requirements are being met.
o Monitor supplier compliance with industry-wide, regulatory and Business Unit specific quality standards.
o Assist Business Units to monitor Supplier performance, competitiveness and facilitate supplier reviews in a timely fashion.
o Manage supplier conflicts or non-performance in accordance with the companies' policies.
o Ensure all Supplier Management records are kept up to date.
o Ensure full compliance with the Company policies to ensure all contracts, SLA's and other required documents are on file in advance of the contract commencement date.
Skills and Experience:
A degree qualification in procurement, business, or finance.
Time Management must be able to complete national and OJEU tenders within the deadlines set out.
Maintain network amongst fellow peers in Public and Private Procurement sector.
Undertake industry / market analysis and risk management activities with respect to their respective tendering projects.
At least 5 years' experience in applying public procurement purchasing principles to the procurement of complex, high value strategic contracts & frameworks - within the public sector or a semi-state organisation.
Experience in procurement for capital projects (construction) would be beneficial.
Knowledge of EU Procurement Directives & a proven track record of applying them to produce commercially sustainable & fit for purpose solutions across multiple purchasing categories understanding of EU Law.
Strong communication & influencing skills & a strong team player working collaboratively across all levels.
Numerical/analytical skills plus ability to multi-task & work on own initiative.
