Job Title: Phlebotomist permanent part timeReports to: Senior PhlebotomistLocation: Phlebotomy DepartmentJob Purpose: To deliver a quality service to the Phlebotomy Department ensuring the achievement of agreed targets and standards. The fundamental philosophy guiding this position is to promote and preserve the Bon Secours Mission, Values and Ethos.Key Duties and Responsibilities:In co-operation with the HOD/Laboratory Manager the post holder is expected to:Perform routine Phlebotomy to the highest possible standard in accordance with the Laboratory Department’s policies, procedures and guidelines.In co-operation with the Laboratory Manager and the Senior Phlebotomist, participate in the introduction of new ideas and methods according to Hospital policy.Make effective and efficient use of developments in information technology for both patient use and administrative support in a manner, which integrates with systems throughout the organisation and maintains patient and hospital confidentiality.Participate in a quality management programme, which is patient centred and which measures and audits performance and user satisfaction.Participate as required in the registration, custody and stock level of the Phlebotomy consumables.Assist in the writing, maintenance and revision of the Laboratory’s Standard Operating Procedures, Policies and Guidelines.Provide appropriate statistical and management information as requested.Assist in managing the department budget ensuring the most effective use of available resources.Remain updated on new developments within the profession.Receive and record details concerning mishaps, complaints and defects in practice and supplies and equipment, investigate the circumstances with the appropriate staff and take the necessary actions and report the findings to the Senior Phlebotomist, in accordance with the Pathology Department’s Quality Management System and Hospital Policy.Participate in the Hospital’s Performance Review and Development system. To comply with Health and Safety Regulations, ensuring safe working practices and a safe working environment.Adhere to quality standards and ensure a quality service is provided at all times.To undertake any other duties that may be required pertaining to Phlebotomy.Actively and positively support the Hospital in its quest to gain and maintain JCI and ISO15189 Standard Accreditation and any other best practice standards or guidelines that may apply to diagnostic laboratories.Perform tasks and duties in a manner that ensures compliance with relevant regulations including the Blood Directive 2002/98/EC and the Medical Devices Directives 93/42/EC and 98/79/EC, where applicable.Complete assigned actions, including those required in the close-out of non-conformances, change control and complaints, in a timely manner.Participate in ensuring that effective safety procedures are in place to comply with health and safety regulations, ensuring safe working practices and a safe working environment.Assist and co-operate with the Pathology Management Team in developing procedures to be followed in preventing and managing accidents occurring in the Laboratory area.Participate as required in developing the laboratory information system for the department.Essential Qualifications1. Statutory Registration, Professional Qualifications, Experience, etc.(a) Eligible applicants will be those who on the closing date for the competition:(i) Hold a qualification in Phlebotomy on the National Framework of Qualifications (NFQ) maintained by Quality and Qualifications Ireland (QQI) at Level 6 or higher.OR(ii) Hold the Certificate in Phlebotomy from DIT/DCU/National Ambulance Service College or equivalent Phlebotomy qualification.OR(iii) Be registered as a nurse or midwife on the active register maintained by an Bord Altranais agus Cnáimhseachais na hÉireann (Nursing & Midwifery Board of Ireland) or be entitled to be so registered.OR(iv) Be currently employed as a Phlebotomist with a minimum of two years’ experience in an acute Hospital (general or Specialist). (See Note 1*)AND(b) Candidates must have the clinical /scientific/ technical and administrative capacity to fulfil the functions of the role.Note 1*: Candidates for appointment must, if they do not satisfy requirements specified in a), (i) or (ii) give a contractual undertaking to undertake such a qualification within a 12 month period (subject to availability of courses) of appointment as a phlebotomist.2.
