DUTIES AND RESPONSIBILITIES
The Senior Resident Engineer's duties shall include but are not limited to the following:
1. Ensure that the works are constructed in accordance with the employers’ representative requirements and that the Contractor carries out all his obligations under the contract.
2. Organise and ensure adequate supervision of construction works on the site.
3. Maintain a comprehensive diary constituting a detailed work history of construction work and significant happenings on the site.
4. Ensure that detailed reports, diaries, and records (hard and soft copies), including photographic records, in relation to all aspects of progress of the works are kept and available for inspection by authorised personnel.
5. Ensure that all day work records and all variations from specification are approved and documented prior to execution.
6. Keep record of all information relating to delays, industrial disputes, adverse physical conditions and disputes with sub-contractors and landowners.
7. Attend regular site meetings and ensure that proceedings are minuted for circulation to all relevant personnel.
8. Keep other site supervisory staff informed on matters which may influence their work.
9. Assist with the administration of the various contracts (Capital Works Management Framework Public Works Contracts).
10. Be aware at all times of the duties of contractors, sub-contractors and others under Safety, Health, and Welfare at Work legislation and in particular the provision of:
1. A safe place of work and safe access and egress to a place of work.
2. A safe system of work.
3. Safe plant and machinery.
4. Appropriate personal protective equipment.
5. Arrangements for the welfare of employees.
11. Liaise with statutory undertakers and stakeholders as required.
12. Carry out such further instructions of Monaghan County Council insofar as they are deemed appropriate for the satisfactory supervision of structural and civil engineering works undertaken by the Local Authority.
13. Perform such other duties as may be assigned from time to time by the Director of Service.
These duties are indicative rather than exhaustive and outline the main functions and responsibilities of the post of Senior Resident Engineer and may be subject to change in the future. The post holder may therefore be required to perform duties appropriate to the post, other than those detailed above and to take instruction from and report to an appropriate officer or such designated officer as may be assigned from time to time by Monaghan County Council.
Monaghan County Council is inviting applications from suitably qualified persons for the position of Senior Resident Engineer (Specific Purpose Contracts) for inclusion on a panel from which temporary vacancies during the lifetime of the panel may be filled. Senior Resident Engineers may be engaged to work on a number of key infrastructure projects over the period of their employment.
Role:
The Senior Resident Engineer will be responsible for the on-site supervision of the construction stage of contracts and shall perform the duties allocated. The Senior Resident Engineer's primary role is to ensure that the Contractor carries out all his obligations under the contract. The person appointed shall be on site during all working hours of construction. The Senior Resident Engineer shall report to the Director of Services, or any other person designated by the Director of Services in the discharge of his/her duties.
