Gas Networks Ireland operates and maintains Ireland’s €3bn, 14,725km national gas network, which is considered one of the safest and most modern renewables-ready gas networks in the world.

Gas Networks Ireland is aiming to deliver a repurposed, resized and fully decarbonised gas network by 2045. Its “Pathway to a Net Zero Carbon Network” envisions transforming the existing gas network into two separate systems carrying 100% renewable gas, one dedicated to biomethane and the other to green hydrogen, with the potential to carry approximately 30% biomethane and 70% green hydrogen, as well as offering significant long term energy export opportunities.

Gas Networks Ireland is now seeking to appoint a Programme Delivery Manager to work within the IT Strategy, Performance and Delivery team.
The Role:
The IT team within Gas Networks Ireland is an integral part of the business providing operational and customer-focused IT services, which are provided through a combination of in-house resources and external service providers.
The Strategy, Performance, and Delivery team is responsible for executing and maintaining robust governance across the GNI Project & Programme delivery portfolio. This portfolio consists of a diverse set of IT and business-centric projects and programmes delivered on behalf of the GNI business.
Reporting to the Strategy, Performance and Delivery Manager, the Programme Delivery Manager will actively manage key IT or Business Programmes and provide Governance and Oversight across the other programmes on the Annual Portfolio. This role involves close collaboration with Senior stakeholders across the GNI business as well as with other IT teams and in particular with the Project Delivery, IT Value and Performance, and IT Architecture teams.
Duties and Responsibilities:
The Programme Delivery Manager will be responsible for the active management and delivery of multi-year and multi-disciplinary IT or business-centric programmes within the Annual Portfolio. Key responsibilities include:
* Developing and managing comprehensive programme plans, including timelines, milestones, and deliverables.
* Efficiently allocating and managing resources across programmes, proactively addressing and resolving issues as they arise, and effectively managing changes to programme scope, schedule, and costs to ensure seamless execution and delivery.
* Ensuring robust financial and budget management for the programmes under direct supervision, while also maintaining oversight and governance of budgets across all programmes managed by other Project Delivery Programme Managers to ensure financial alignment with GNI practices.
* Identifying, assessing, and managing risks across all programmes, ensuring proper mitigation strategies are in place to address potential challenges.
* Engaging with senior stakeholders to understand their needs and expectations, ensuring alignment with programme objectives.
* Converting business requirements and needs into structured and flexible programmes that can be delivered efficiently and effectively.
* Engaging proactively with key GNI business stakeholders in relation to Programme Delivery and ensuring the development of strong and effective working relationships with key stakeholders at a senior level across the GNI organisation.
* Responsible for recruiting and onboarding Project Delivery Programme Managers and Project Manager resources required within a programme.
* Providing governance and oversight to contract Project Delivery Programme Managers, ensuring adherence to organisational standards and practices, and ensuring the effective delivery of key programmes.
* Driving for high performance, setting the standards for continuous improvement in the delivery of relevant programmes, and overseeing the Programme Management methodology.
* Collaborating effectively with the Project Delivery and Business Change Teams to collectively contribute to the development of the single, integrated annual portfolio plan for GNI.
* Responsible for further developing the programme management governance and controls to adapt to all GNI IT & Business programmes, chairing a monthly workshop for all project delivery programme managers and ensuring best practice programme management.
* Ensuring effective governance and controls are in place across all programmes, in collaboration with the Project Delivery Team, and that appropriate Quality Assurance standards are maintained and enforced.
* Working collaboratively and effectively with senior stakeholders across Business and IT teams to provide a comprehensive, cohesive, flexible, and high-quality level of Programme Delivery to the GNI Business.
* Performing other duties as required from time to time.
Knowledge, Skills and Experience:
* Relevant third level degree or equivalent with at least 10-15 years of experience in delivering complex projects, and a minimum of 3 - 5 years as a Programme Manager.
* Professional certifications such as Project Management Professional (PMP), Certified ScrumMaster (CSM), or Program Management Professional (PgMP) are highly desirable.
* Proven track record of successfully managing large-scale IT or business-centric programmes.
* Experience in financial management, budgeting, and cost control.
* Excellent stakeholder management skills, with the ability to engage and manage relationships at all levels.
* Strong verbal and written communication skills, with the ability to effectively communicate with senior stakeholders.
* Proven ability to lead and motivate multi-disciplinary and multi-functional programme teams.
* Experience in providing leadership, governance, and oversight to contract Programme and Project Managers.
* Commitment to identifying and implementing process improvements and best practices in programme delivery.
* Proven ability to influence, negotiate, and develop strong working relationships with key senior stakeholders across business and IT areas.
* Demonstrated experience in effective risk and issue management, and integrated planning across programmes.
* Detail-oriented, highly organized, and possessing strong problem-solving skills.
* Experience in change management and the ability to adapt to shifting priorities and demands.
* Demonstrated experience in managing vendor relationships and third-party suppliers.
