Compliance Officer, Ireland
Responsibilities:
1. Act as the local appointed Head of Compliance (PCF-12) and Head of AML/CFT Legislation Compliance (PCF-52) for the licensed Electronic Money Institution (EMI) in Ireland.
2. Maintain a comprehensive understanding of regulatory requirements related to the Central Bank of Ireland (CBI) and the European Central Bank (ECB), with a focus on AML/CTF compliance for payment services.
3. Develop, implement, and monitor AML and KYC programs in compliance with EMI regulations.
4. Ensure the implementation and continuous improvement of compliance policies and procedures within the organisation to adhere to regulatory standards in Ireland and the EU.
5. Review and update all relevant disclosure documentation to ensure regulatory compliance.
6. Serve as the key point of contact with local regulators, including the Central Bank of Ireland (CBI).
7. Undertake and implement required reporting to authorities, including annual audits, client money reports, and AML/CTF reporting.
8. Collaborate with local corporate auditors as required.
9. Maintain and review required insurances and other mandatory items for EMI requirements.
10. Conduct periodic updates/reviews of all policies to ensure ongoing compliance.
11. Provide reports for board and compliance committee meetings.
12. Provide training and guidance to staff on compliance matters, including regulatory updates and best practices.
13. Execute KYC, KYB, Enhanced Due Diligence, and other payment-related compliance reviews to safeguard customers, partners, and the business, and assist with other markets as required.
14. Develop procedures and controls to prevent, detect, and mitigate financial crime risks.
15. Assist with investigations of potentially suspicious clients, users, and partners.
16. Participate in the development and enhancement of anti-fraud and anti-money laundering systems, tools, and technologies to improve detection capabilities and operational efficiency.
17. Coordinate with internal cross-functional teams including Compliance, Risk Management, and Legal on customer requests or issues.
Qualifications:
18. 5+ years' experience in the financial services sector, with significant compliance experience.
19. Fintech/payments experience is highly regarded.
20. Previous senior compliance managerial role within the financial/payments sector, with some holding previous PCF roles.
21. Demonstrated experience with the business model of the proposing firm or a similar entity.
22. Expertise in developing, implementing, and maintaining compliance and AML/CFT policies, procedures, compliance monitoring programs, and standards in accordance with applicable regulatory requirements.
23. Experience managing and overseeing the compliance function, including transaction monitoring, KYC/AML of newly onboarded customers, and AML/CFT risk assessments.
24. Proven track record of maintaining compliance functions in line with regulatory requirements and industry best practices.
25. Experience reporting to executive level committees and/or board of directors on compliance and AML/CFT related matters.
26. Acting as the principal point of contact for compliance and AML/CFT reporting, and managing and monitoring team members.
27. Developing relationships with the Central Bank of Ireland and acting as the first point of contact with regulatory and law enforcement bodies.
28. Preparing and presenting regulatory reports, annual compliance, and AML/CFT compliance testing and remediation reports to senior management and the board of directors.
29. Managing the compliance and AML/CFT compliance monitoring and testing program in accordance with regulatory expectations and best practices.
30. Liaising with the risk function and first line functions to implement robust processes and oversee compliance controls/systems.
31. Performing/overseeing day-to-day compliance managerial tasks including maintaining up-to-date compliance and AML/CFT related policies, procedures and standards, mapping of compliance and AML/CFT business processes, staying current on issues affecting the entity, clearly communicating with staff, senior management, and the board of directors, implementing compliance updates as required by regulatory changes, managing open compliance and AML/CFT related issues, and providing compliance and AML/CFT related training, reporting, and driving a culture of compliance.
Education and Qualifications:
32. Tertiary qualification in Commerce/Business/Law or a related field.
33. Masters in relevant disciplines (including MSc in Compliance) is advantageous.
34. Professional certificates/qualifications in compliance, AML/CFT, risk management, finance, and/or fintech.
35. Certified as a Data Protection Officer and/or member of relevant professional bodies.
36. Relevant AML qualifications (ACAMS Certificate or equivalent).
