Role Overview
As a Bid Manager with a focus on Irish public sector tenders, you will work in collaboration with Cpl’s senior sales and internal business partners across all pillars of the organisation to develop compelling proposals that meet our clients’ needs and differentiate us from competitors. This role requires a strategic thinker with a deep understanding of public sector procurement processes, adept at crafting compelling and compliant tender responses that position Cpl as a preferred supplier. You will optimise our proposal processes & support services and play a key role in taking this function to the next level.
This role requires the highest levels of attention to detail and an ability to work under pressure and to demanding deadlines. This is a key role in driving the company’s growth in the public sector, requiring exceptional project management, communication, and analytical skills. This is an exciting and hands-on opportunity in a fast-paced environment. You will have access to all areas of the Cpl Group and establish relationships with all key stakeholders within the business.
Key Responsibilities
1. Identify and coordinate new business opportunities through all relevant online tender portals.
2. Analyse bid request documents to identify key content requirements.
3. Work with key stakeholders to regularly review market opportunities relative to our existing proposal portfolio.
4. Communicate and collaborate with relevant internal staff throughout the tender and proposal process.
5. Collaborate with the legal team to review contractual terms and conditions in tenders.
6. Prepare, craft, and edit high-quality professional proposal submissions that are on brand while ensuring alignment with client requirements and showcasing our expertise and value proposition.
7. Drive continuous improvement initiatives to enhance the efficiency and effectiveness of the bid process.
8. Stay up to date with industry trends, best practices, and emerging technologies to bring innovative ideas to proposals and incorporate them into our strategies.
9. Provide guidance and support to the team throughout the tender process, ensuring adherence to timelines and quality standards.
10. Create and develop new frequently requested content/copy, case studies, etc.
11. Categorise and update our central database of bids/tenders information and ensure all bid activity is recorded on CRM (Salesforce).
12. Prepare communications on proposal success stories and lessons learned.
13. Produce proposal-related internal communications. Share trends/insights and activity updates.
14. Perform other ad hoc duties as requested.
Qualifications, Experience and Person Specification
1. 3 years + in managing bids and tenders, preferably with a focus on public sector opportunities.
2. Strong knowledge of Irish public procurement frameworks, including OGP and eTenders platforms.
3. Excellent written and verbal communication skills, with the ability to craft compelling and persuasive tender responses.
4. An exceptional level of attention to detail.
5. Strong project management and organisational skills, with the ability to manage multiple tenders and meet deadlines.
6. Collaborative mindset and the ability to build strong relationships across teams and stakeholders.
7. Excellent relationship-development and communication skills. Ability to engage effectively with external contacts and collaborate with colleagues.
8. High level of proficiency with MS Suite.
9. Experience in a professional services environment is preferred but not essential.
10. Working knowledge of CRM (Salesforce) would be beneficial, but not essential as training will be provided.
11. Bachelor’s Degree in a business discipline would be beneficial, but not essential.
12. Strong strategic thinking, analytical skills, and the ability to identify key opportunities in complex tender environments is desirable.
13. Very strong work ethic with proactive ability to work in a changing environment.
14. The ability to work on your own initiative as well as within a team.
