Division overview The Corporate Services Team The Corporate Services Division develops and implements corporate affairs and communications strategies designed to enhance our organisational performance and effectiveness.
It is a key function, supporting all other Divisions across ComReg in the areas of Human Resources, Finance, Information Technology, Public Relations, and Facilities Management. The role and responsibilities We are looking for a highly motivated, qualified and experienced individual to oversee the IT function which has responsibility for IT infrastructure, systems, and cybersecurity; they will be responsible for the delivery of IT Services to safeguard sensitive information, progress business systems development projects and ensure operational continuity. ComReg is a significantly IT and communications-enabled work environment with about 200 staff and a demand for an evolving variety of specialist ICT tools (business intelligence, mapping) to meet its regulatory needs. Operating in a complex and dynamic environment, you will work in a multi-disciplinary organisation that encourages its professionals to fully utilise and expand their technical and leadership skills. The successful candidate will have three direct reports (IT Operations Manager, IT Security Manager and IT System Development Manager) and will work with a team of IT professionals in these operational functions as well as managing external partners. A self-starter, the Head of IT will be experienced in strategic planning, stakeholder engagement, communications and project/change management. This person will be comfortable and capable of partnering with the Divisional Leaders to understand their needs and translate them into IT Solutions and a strategic plan aligned with the overall ComReg Strategy. Purpose: The Head of IT will report to the Director of Corporate Services or designate.
The successful candidate will contribute and support the IT strategic and operational workplan requirements and associated stakeholder relations and will manage, track and report on key projects and KPIs What will the Head of IT be expected to do?
Strategy and Leadership Develop a long term ComReg IT Strategy (which will include NIS2 compliance, ability to produce data based decision-making, digital transformation & be future-ready) and drive the implementation of annual strategic priorities. Provide business partnering to ComReg Leadership team on strategic IT decisions. Provide change management expertise and advice to ComReg Leadership Team and others as needed, around implementation of IT transformation projects.
Provide Leadership to the IT teams that fosters consistent delivery of IT strategic, operational and project goals & requirements. Manage performance and development of the IT teams; including a plan to continually develop the teams' skills and experience relevant to both current requirements and emerging technologies. Technical Expertise Control of Secure Hybrid environment involving multiple technologies and service partners Development and/or maintenance (including reviews if/as necessary) of all IT related policies, procedures and frameworks for existing and new regulatory functions and requirements. Provide advice and guidance to team members in formulating IT system requirements and brainstorming /problem solving and assist with exploration of viability of alternative solutions as appropriate.
Escalation point for key IT decisions and communication of same to Leadership and/or staff. Stakeholder Relations Develop and implement engagement, relationships and communication processes with key internal and external stakeholders.
Inform and educate internal stakeholders in ComReg on current IT Strategy, Projects and Planning across the organisation.
Represent IT at various working groups internally and externally. Project Management Project management of key work items, providing Project definition/scoping, governance and technology selection.
General Develop and/or maintain a detailed understanding of ComReg and its IT functional requirements.
Management of consultants including procurement process, delivery and governance as required. Review and manage the IT Risk Register and associated actions for mitigation ensuring minimal exposure to identified risk. Provision of management reporting to Leadership.
Management of IT Budget that ensures value-for-money. Qualifications and Experience required Essential Relevant third level qualification or significant relevant technical experience.
At least 5 yrs Strategy & Leadership experience (at 'Head of' level or similar) leading a team and the delivery of at least two of the following: o IT Operations and Infrastructure o IT Security / Cybersecurity o Systems Development including application development o Digital Transformation Projects including Data Analytics.
Strong relevant project management experience specifically with project definition / scoping.
Strong stakeholder management experience in developing and maintaining working relationship with internal and external stakeholders.
A proven ability to apply analytical and critical thinking to solving problems efficiently and effectively.
Excellent communications and influencing skills including: Proven experience in communicating clearly, effectively, and knowledgeably about all aspects of a project, presentation skills with the ability to understand and express views clearly within a multi-disciplinary environment.
Desirable IT Governance accreditation CISM / CISSO / ITIL / ISO27001 Familiarity with Microsoft tools Prince 2 qualified. Experience of managing multiple complex projects simultaneously.
Experience working in a public sector IT function. Our Package We are offering an attractive package: Salary €105,580.81 - €130,920.79 * (entry will be at the minimum point and the rate of remuneration may be adjusted from time to time in line with Government pay policy.)
