IT Resourcing Professional and Third Level Lecturer
About the Role:
A key Irish Government regulatory organisation requires an experienced Programme Manager to manage a number of large-scale IT projects currently underway throughout the organisation. This will involve managing delivery of the most effective, timely and appropriate technology solutions for each of these projects.
Prospective candidates must have at least 7 years’ experience working in a project environment, 3 of which should have been spent leading multi-project programmes. The candidate would preferably have a Project/Programme Management certification (PMP or equivalent) as well as a primary degree in a relevant/related discipline related to project management, finance, banking or business.
In terms of location, the Programme Manager role is offered on a Hybrid basis, with attendance required at the Organisations easily accessible HQ in central Dublin on a 2-3 days per week.
While initially offered on a 6-12 month contract basis, there is a strong probability of the role being extended long beyond this timeframe.
Responsibilities of Role:
* Construction of a strategically aligned programme that will include multiple projects, estimating programme resources, costs & benefits.
* Leading a team of project and senior project managers to successfully deliver programmes, typically comprising of a combination of full and part-time internal assignees and contract resources.
* Development & execution of a benefit realisation plan and the scheduling of project delivery to optimise programme value and efficiency.
* Establishing and leading a dedicated programme office alongside a team of subject matter experts.
* Support the creation and maintenance of delivery plans.
* Liaising with and managing the expectations of key IT and Non-IT stakeholders.
* Third level Degree in Computer Science, Business or other area with relevance to IT project management.
* Project Management Certification – Prince 2, PMP or Equivalent.
* Minimum of 7 years’ experience working in a project environment, 3 of which should have been spent leading multi-project programmes that primarily focused on IT – Candidates should have previously held the job title ‘Programme Manager’.
* Previous experience in establishing and leading a dedicated programme office alongside a team of subject matter experts is required.
* Have Project/Programme management experience working in a large-scale Banking or Financial Services Organisation – Experience in other highly regulated sectors such as Pharmaceuticals may also suffice, or Government Organisation responsible for regulating any of these areas.
* Experience in the application of good practice tools including Earned Value.
* Very strong core project management competencies including budget setting and management, risk management, time, quality, and resource management.
* Leadership skills - Ability to motivate teams, foster a collaborative culture and resolve conflict.
* Strong communication & presentation skills coupled with strong interpersonal, team building and leadership skills.
* Candidates must also be highly proficient in MS suite including MS Project, Vision, Excel & PowerPoint.
