About the Role:
Reporting to a Director of Service, the Senior Executive Officer is charged with the efficient management, direction and development of the directorates/department and function to which they are assigned. These roles offer the opportunity to demonstrate leadership, innovation, agility and a commitment to customer service.
The Senior Executive Officer will be required to work closely with the Senior Management team and Elected Members to deliver the full range of services, implement local policy decisions and deliver on strategic corporate objectives.
About You:
It would be desirable if the successful candidate had the following Skills and Experience:
1. Hold a third level educational qualification in a relevant discipline(s) commensurate with the role.
2. Significant experience at a management level.
3. Experience of implementing agreed strategies to meet objectives and the ability to expand and improve the range, quantity or quality of existing services.
4. Experience of recommending changes in strategies in light of change in circumstances.
5. Experience in the management and supervision of employees, building effective teams, developing motivation and commitment.
6. Experience of putting in place efficient and effective working structures, performance management arrangements and target based objectives.
7. A high level of personal commitment, with an ability to create a culture of trust and openness.
8. Ability to promote an open knowledge sharing environment.
9. Ability to develop and monitor key performance indicators with the Director of Service.
10. A high level of customer focus.
11. Ability to develop and maintain productive relationships with all customers and stakeholders.
12. Ability to navigate the complex environment in which local government operates.
13. Strong interpersonal, communication and negotiation skills.
14. Excellent organisation skills and discipline.
15. Strong judgement and capacity to work autonomously.
16. Ability to work under pressure in a cross functional environment.
17. A high level of attention to detail and accuracy.
18. Experience of managing internal controls to assure process and legal compliance.
19. Experience of managing a portfolio of projects and agreeing priorities.

21. Experience of managing finance and budgets and ensuring value for money.
22. Experience of providing information on the pattern of demand and activity.
23. Demonstrate appropriate and positive self-confidence.
24. Operates effectively in an environment with significant complexity and pace.
25. Is enthusiastic and motivated about the role.
26. An understanding of local authority services and structures in Ireland or have the ability to quickly acquire same.
