About The Land Development Agency
The Land Development Agency (LDA) is a key Government Commercial Semi-State Body that delivers social and affordable housing on State and other lands. It is overseen by an independent board of directors and the Government has committed to providing the LDA with €1.25 billion of equity which is drawn as required.
The LDA has commenced construction on various state sourced lands and is currently working on direct delivery projects that can deliver over 5,000 homes. It is also delivering affordable housing by working with the private sector on an initiative called 'Project Tosaigh', which will yield a further 5,000 homes.
Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.
Role Purpose
This is an exciting opportunity to join the Cost Management Team and to support the development of the LDA's extensive development pipeline, one of the most significant development pipelines in the history of the state.
The role will involve working across multiple business functions including Strategic Planning & Master Planning, Property, Construction, Land Acquisition, Developer Collaboration, Asset Management and Investment.
The LDA are looking for candidates with strong commercial and technical acumen with the ambition and drive to progress the development pipeline, with project values ranging from €60m to €1bn+.

Key Responsibilities
* Participating in workshops and providing advice on cost and value management.
* Visiting sites in consideration and preparing Order of Magnitude Cost Estimates and Development Budgets.
* Carrying out scenario analysis and optioneering studies alongside the Investment team to determine viability/affordability.
* Detailed analysis of tender returns including overall unit type cost analysis.
* Analysis to identify the most cost-efficient unit types, unit layouts and building materials.
* Assisting in the coordination of value engineering exercises throughout various stages of projects.
* Liaising with project delivery teams ensuring construction budgets for upcoming developments are robust.
* Assisting in maintaining a database of construction and development costs.
* Managing the development budget and cash flow.
* Interface and liaise closely with external consultants, building effective and collaborative working relationships.
* Liaising closely with all LDA external cost management teams. Reviewing and assessing external QS reports and cost documents.
* Attending Cost Management meetings with the external QS and monthly site visits.
* Involvement in contractor negotiations where appropriate.
* Attending meetings and undertaking site visits.
* Assisting LDA Development Managers and Construction Managers as required in the management of projects on a day-to-day basis.
* In collaboration with the LDA Asset Management Team establishing, developing and maintaining life cycle costing analyses and database pertaining to the asset management of LDA developments.
* Assisting in enhancing and optimising cost management standardised documentation.
* Carrying out research/cost analysis to continuously enhance the cost management function.
Person Specification
* Indicative level of 2 to 8 year's demonstrable relevant experience with a Contractor, PQS or Developer.
* Experience with cost management and procurement of residential developments, preferred but not essential.
* A self-starter, ability to take ownership and responsibility for assigned responsibilities and tasks.
* Ability to work to multiple deadlines.
* Ability to work within a team and to appreciate the multi-disciplinary nature of the LDA.
* Ability to work independently and collaboratively across both internal and external teams.
* Strong written and verbal communication skills with clarity of delivery.
* Degree or Higher in Quantity Surveying.
* Chartered or in the process of gaining chartership.
* Microsoft Office Suite.
* Willingness to attend training and to develop relevant knowledge, techniques and skills.
* Excellent analytical and problem-solving skills.
* Strong interpersonal skills, presentation skills and a team player.
* A willingness to innovate.
