Role: Head of Strategic Asset Management Location: TBA/ Hybrid options Reporting to: Director of Housing Terms: Permanent Post (Full Time) Salary range: €90,229 to €116,767 (Please note that offers are typically made at the beginning to mid-range of the advertised salary, based on skills and experience) Job Purpose: To work with the Director of Housing in developing the strategic direction of the Asset Management team, the delivery of the key priorities of the Asset Management Strategy and high quality, effective tenant centred services to our customers. Strategy Development and Delivery The HoSAM will work closely with the Director of Housing on the evolving strategic direction of the Asset Management service.In particular, the postholder will be responsible for: - Developing a strategic approach through a deep understanding of the current and anticipated future performance of Responds homes and other assets and developing approaches to address challenges Developing key strategies for ensuring that all our homes continue to meet the changing needs of our customers Considering options for homes and assets that do not meet the current needs and/ or expectations of our tenants or the business Contributing to the assessment of potential new homes and estates including design, component and material choice, and maintenance schedules Supporting the development and delivery of the Asset Management Strategy Responding to key changes in Government policy, industry innovations and sector practice Reviewing approaches to asset management in response to learning and tenant insight Reviewing the skills Leadership Member of the Senior Housing Leadership Team, offering leadership both within the Asset Management team, the wider Housing service, across the business and with external stakeholders, deputising for the Director of Housing as required. This will be achieved through: - Adopting customer centred and informed approaches to all aspects of the work Developing staff to meet the changing needs of the service Inspiring colleagues by actively living the Respond values in all that you do Being a great ambassador for Respond in all your interactions with external stakeholders Adopting a personal listening and learning approach to self-improvement and to ultimately improve the services being offered to our tenants Stock Data Management Maintain accurate stock information for all our homes, offices, and other buildings. You will achieve this through: - Organising programmed and ad-hoc stock condition surveys for existing stock Ensuring that all relevant stock data is captured for new homes prior to coming into management and as components are replaced through planned and reactive work Ensuring lifecycle costs continue to reflect actual costs Production of Planned investment Programmes Develop detailed (i.e. property specific where possible) annual investment programmes and indicative 3 and 5-year programmes within available budgets. This will be achieved through: Regular review of existing stock data Review of repair trends and history, and contractor feedback Consultation with key staff including the National Contracts Manager, Development staff, Asset Management and Tenancy Relations staff Consultation with tenants and using tenant insights Development of non-component investment programmes identified in the Asset Management Strategy Maintenance of Indicative 30 year spend profiles Annually updated 30 year spend profiles will be maintained for business planning purposes. These will be developed in consultation with the Director of Housing and Director of Finance. The 30-year profile will be updated to reflect: - Any changes to stock data profiles (including new stock information and updated stock data) Any lifecycle cost reviews Any changes to the adopted Asset Management strategy priorities Procurement Strategy for Asset Management Programmes Develop a procurement strategy for all aspects of asset management based on projected national demand for contractors, consultants and other suppliers alike in order to deliver high quality, value for money services. The strategy will ensure: - compliance and value for money a continuous improvement culture through collaboration and a sense of shared purpose the tenant voice is heard the best long term outcomes for Respond and its tenants Contract Management Ensure an effective contract management culture to ensure the delivery of programmes in line with budgetary, quality and delivery expectations. This will be achieved by: - Holding regular contract meetings with a focus on delivering continuous improvement Engaging with front line staff and tenants Developing a shared purpose with contractors and adopting effective measures that reflect such requirements Developing Preferred Product and Quality Standards Develop preferred Respond products/ specifications for all future replacement programmes, to reduce the range of products across the Respond stock and improve the efficiency of the future maintenance of properties. This will be achieved through: - Consultation with tenants, staff and contractors Consultation with the Development team Ongoing review of product ranges Review against any proposed changes in compliance requirements Completing all necessary compliant procurement Compliance & the Delivery of Key Cyclical Programmes Ensure that our tenants live in safe, warm and compliant homes through the delivery of mandatory, mechanical and electrical programmes in line with all statutory and regulatory compliance. This will be achieved by: - Maintaining a full understanding of relevant statutory and regulatory requirements for asset management in social housing Ensuring adequate resources are in place to deliver programmes Developing and delivering effective programmes for the assessment and management of key areas such as fire safety, legionella, asbestos Developing and delivering effective cyclical servicing programmes for key M&E installations (gas, electrical etc) in line with statutory and regulatory requirements Reviewing Policies and Procedures in line with any regulatory changes or changes in good practice People Management Ensure that the work of the team is delivered to the quality expected and in line with agreed timescales. Be responsible for the continuous professional development of the asset management team through: - Actively supporting and developing the team members to meet the changing work requirements and to support them in their long term development Maintaining the expected professional competence of all staff Reviewing processes and procedures with the team members to ensure they remain fit for purpose Managing individual performance and addressing any shortfalls Regular reporting to the Director of Housing, Executive Team, and Board as required Tenant Engagement Develop methods of engaging with tenants and developing insights and learning to demonstrate continuous improvement in the specification and delivery of all services.
