JOB DESCRIPTION
Job Title: Mechanical Engineers, Grade III
Salary: €39,803 - €68,860
Reports to: Senior Engineer (Mechanical)
Location: Tullamore, Co Offaly
The successful applicant will be required to travel to other work locations.
Staffing Responsibilities: Mechanical Foremen, Fitters and external Contract Providers.
Summary of Role:
The Engineer (Mechanical) will form part of a Mechanical Services Team. The post holder will oversee the management and maintenance of mechanical mobile plant & machinery, marine vessels and vehicles used by Waterways Ireland. The role involves fleet & plant management duties including drafting of technical specifications and tendering. The successful applicant will be expected to contribute to the development of mechanical engineering solutions in relation to operational issues.
Key Activities:
1. The maintenance and reviewing of mechanical plant & machinery, marine vessels and vehicles used by Waterways Ireland in civil engineering land and water-based operations.
2. Compliance with RSA/CVRT regulations and legislation for operating commercial vehicles.
3. Supervision of the mechanical foremen and fitters and contracted-in service providers. The role will include supporting resolution of breakdown problems outside normal working hours.
4. Ensure the recording of planned and reactive fleet & plant maintenance with adherence to statutory and regulatory obligations.
5. Development of computerised fleet & plant management/maintenance systems and fleet data analysis.
6. The specification, tendering, appraisal and procurement of new mechanical plant & machinery, marine vessels and vehicles used by Waterways Ireland.
7. Application of the machinery directive and meeting statutory compliance obligations regarding fleet, plant and equipment.
8. Support the reduction of the organisation's carbon footprint.
9. Upkeep of associated M&E systems on fixed installations.
10. Assist with the implementation of delegated responsibilities in the areas of Safety, Health and Welfare.
11. Management of Health & Safety for staff and fleet operations.
12. Adopting a proactive approach towards the reduction/elimination of accidents/dangerous occurrences in the workplace aided by completion of risk assessments and method statements.
13. Identifying training and development needs for mechanical fitter staff and undertaking career dedicated training as required.
14. The preparation of technical reports and presentation of data in response to audit, safety, financial or other cross-sectional/divisional requirements.
Health and Safety
1. Possess an awareness of the health, safety and welfare legislation relevant to the management and maintenance of fleet & plant and apply these as appropriate.
2. Contribute to and comply with Waterways Ireland’s Health & Safety Statement and other procedures, including undertaking/developing safety inspections, risk assessments and toolbox talks.
3. Undertake public risk inspections, identify hazards and implement appropriate remedial works.
Environmental
1. Liaise with environmental bodies to ensure that environmental requirements are agreed.
2. Take account of environmental legislation, directives and issues in relation to fleet & plant.

1. Assist with Waterways Ireland's policies, strategies and standards contributing to the creation of a shared aim for the Body and promoting business culture and values.
2. Provide information to allow financial and progress reports for projects under your control to be drawn up.

PERSON SPECIFICATION
Candidates must be able to demonstrate that they meet the eligibility and essential criteria in their application and at interview. Desirable criteria may be used as necessary in the selection process.
Eligibility Criteria
1. Possess a degree in Mechanical Engineering (Level 8 in the National Framework of Qualifications) or equivalent with significant mechanical/electrical content.
2. Possess a minimum of 2 years relevant post qualification experience.
3. Possess access to a form of transport which will permit travel throughout Ireland.
Essential Criteria
1. Have knowledge and experience on the maintenance of construction plant and upkeep of statutory compliance obligations for on and off-road vehicles.
2. Have knowledge and experience of Health, Safety and Welfare, practice and legislation in a work environment.
3. Have up to date knowledge and experience in the use of relevant IT based engineering design and development tools to aid problem solving and project advancement.
4. Possess effective engineering administration ability in relation to technical report writing, procurement and project reporting skills.
5. Have a working knowledge and understanding of electrical and hydraulic power systems and associated control instrumentation for mechanical moving structures.
6. Possess effective interpersonal skills and the ability to communicate, clearly and concisely, both orally and in writing.
Desirable Criteria
1. Have knowledge & maintenance experience with marine based vessels and mechanical plant operating in a water-based environment.
2. Possess experience and understanding of applying environmental Directives in relation to the application of mechanical engineering.
3. Have knowledge and/or experience of IT based inventory applications for the management and maintenance of road fleet, large and small plant.
4. Possess an awareness and understanding of the issues involved in working in two jurisdictions.
