As a leading collaborative European research institute, Tyndall is a key actor and hosting partner in the delivery of the ‘Chips for Europe Initiative’ (EU Chips Act).Tyndall is Ireland’s leading research and innovation organisation and it is the national focal point for excellence in deep-tech research, development and graduate training at the convergence of nanotechnology, microelectronics, photonics, electronics and AI. Tyndall is recognised as an international research leader in semiconductor, chip and digital technologies, with applications in the fields of Information & Communications, Health & Life Sciences, Agritech & Food Security, Energy and Climate Mitigation, and in emerging domains such as quantum and novel computing paradigms.Tyndall is a key national research infrastructure for Ireland. The Institute was established in 2004 as a strategic partnership between the Irish Government and University College Cork (UCC) as a development of the National Microelectronics Research Centre (NMRC) which was established in 1982.The Institute’s key objective is to see frontier research activities having a significant impact on economic development and societal challenges in Ireland, Europe and beyond. Central to Tyndall’s mission is delivering economic impact through research excellence in partnership with industry and academia. With an annual turnover of over €55m, the Institute has a community of more than 650 researchers, engineers, support staff, postgraduate students, interns and industry researchers-in-residence.Significant progress has been made against the ambitious goals set out in the last strategic plan (Tyndall 2025) and the foundations have been laid for a new strategy that will see even greater achievements up to and beyond 2030.With significant committed Irish government support, Tyndall will grow to be 1,000 people by 2030, with approximately 750 core researchers, including 250 PhD students. A new 17,000 m2 research building is under development adjacent to the Cork headquarters and there are developing plans to expand Tyndall’s existing Dublin research labs and to establish other research sites within Ireland.Tyndall now has a requirement for a Director of Strategic Development to help realise this ambition.Reporting to the Tyndall CEO, the Director of Strategic Development will lead on the institute’s overall international positioning, major institute wide strategic initiatives, overseeing the development of key objectives and opportunities, and will directly support the CEO as a senior advisor, particular in relation to growth and development opportunities. As a core member of the Tyndall Executive Leadership Team (ELT), the Director of Strategic Development will oversee Tyndall's collective strategic planning process and the delivery of the next strategic plan. The role will also be responsible for the leadership and direction of critical functions supporting Tyndall’s positioning and the delivery of its strategic plan, including the management of the EU Programmes, Marketing and Communications and specialist external affairs teams.Duties and responsibilitiesDevelopment of major institute wide strategic initiatives and structural funding opportunities for sustainable growth of the institute.Deliver strategic direction, people and programme management to grow Tyndall’s profile and reputation as a world-renowned research institute, and as a global thought leader, in accordance with the Institute’s growth plan.Provide thought leadership and programme management to drive Tyndall's influence on research and innovation (R&I) policy and strategic R&I agendas, nationally and internationally.Developing and implementing comprehensive strategies to advance Tyndall's mission, ensuring alignment with national priorities and the institute's long-term goals.Effective management and development of the EU Programmes, Marketing and Communications and specialist external affairs teams whilst ensuring and fostering a positive organisational culture.Build and nurture relationships with national and international policymakers, industry leaders, and funding bodies to support Tyndall’s strategic plan.Oversee the development and streamlining of Tyndall’s strategic planning process, ensuring the identification of and participation to large-scale initiatives, key collaborative projects and strategic partnerships.Work closely with, and provide high quality strategic planning guidance to, senior management and staff as a whole, providing insights, recommendations and dissemination of knowledge that drive the priority areas and decision-making across functions.Represent Tyndall at high-level meetings, conferences, and forums to advocate for its mission and influence research and innovation policies.Enable the European Programmes Office to be successful in its strategic alignment with European funding opportunities, including Horizon Europe and successors and the continued growth of Tyndall’s EU funding portfolio.Ensure the success of the Tyndall Marketing and Communications function in supporting institutional plans and priorities.Direct on all external affairs activities which require specialist knowledge of the semiconductor and deep-tech sectors.Carry out any additional duties as may reasonably be required given the executive level nature of the post.Essential CriteriaHigher level degree (MSc/PhD) in engineering or the physical sciences, or a closely related area.Proven expertise in semiconductors, ICT hardware and systems or related deep-tech field.Demonstrated successful leadership in institutional level strategic development, external engagement, and strategic positioning, ideally within a research or academic setting.Experience of management and development of multiple teams. A track record of overseeing the influence, representation, and advocacy of Research & Innovation policies within relevant stakeholders and decision-making bodies.Experience of successful and influential thought leadership activities or the directorship of such initiatives.A knowledge and understanding of overseeing the development and execution of strategic communications and brand positioning to strengthen organisational identity and market presence.Strong track record of building and managing multiple teams shaping a culture of successful delivery of strategic objectives.Strong knowledge of the European research funding landscape, including Horizon Europe, EU and/or National ProgrammesExperience of direct line management of, or highly integrated partnership with, technical staff, researchers or academics.Successful track record of securing research or other relevant external funding at scale.Demonstrable ability to work on an interdisciplinary or multidisciplinary basisVisionary leader with the ability to inspire and influence others.Strong collaborative ethos, with a results-oriented approach.Excellent communication, negotiation and interpersonal skills and media or public speaking experience.Desirable CriteriaInternationally recognised technical or academic profile.Experience of successful and sustained high level engagement with government departments and/or agencies.Conditions of employmentSalary scale (new entrants): Senior Admin IIA (Grade 10) Salary scale €127,097– €149,266 (Scale B) per annum.
