Job Title: Chief Medical Scientist, Haematology. Reports to: Administratively- Laboratory Manager/nominated deputy.Clinically- Consultant Haematologists.Location: Haematology LaboratoryJob Purpose: The fundamental philosophy guiding this position is to promote and preserve the Bon Secours Mission, Values and Ethos.To manage the provision of a Quality Diagnostic Haematology and Coagulation Service in co-operation with the Laboratory Manager, Clinical Director of Pathology, Consultant Haematologist, Medical Scientists, and laboratory staff.Key Duties and Responsibilities:GeneralMaintaining throughout the hospital an awareness of the primacy of patient in relation to all hospital activities and maintain a clear understanding of the importance of providing a quality and safe service to all patients.Participating with the Laboratory Manager, and Consultant Haematologist in identifying and implementing operational processes in Haematology to the standards of ‘best practice’ to optimise use of resources.Participating in future development of the Laboratory Service that supports the clinical needs of the patients and is consistent with the mission, vision, values, and strategic plan of the Hospital.Leading and training a team of skilled staff and creating and promoting healthy working relationships.Participate in the maintenance of the ISO 15189 quality management system which is patient centred and ensures quality focused results are provided for patient care.Actively participating in and promoting continuing education and research activities consistent with the position.Promoting open communications throughout the Hospital.Demonstrating behaviour consistent with the values of the Hospital.Performing routine and specialised work to the highest professional standards as determined by the Laboratory Manager.Assuming responsibility for the quality of work and carrying out all duties in accordance with Hospital policy, and accreditation standards.Observing the strictest confidence when dealing with all aspects of patient or Hospital information.Carrying out and organising the technical work within the section to meet the timelines required of the laboratory service.Ensuring that all policies and procedures identified by the hospital as being relevant to the post have been read, acknowledged, implemented, and adhered to.Developing, updating, and reviewing policies, procedures and guidelines for the department and be an active participant in formulating and carrying out hospital policies and procedures.To ensure that the management of safety, health and welfare is successfully integrated into all activities undertaken within their area of responsibility, so far as is reasonably practicable.Due to the nature of the Hospital service the Chief Medical Scientist may be required to be available for work outside of normal working hours and to respond to emergencies.Maintaining a safe environment for all staff in consultation with appropriate personnel and direct staff on procedures to be followed in an emergency or disaster situation.Participating in regular Health and Safety audits.Contributing to the support of research activities in the Hospital to which services are provided and to keep abreast of scientific and medical research and participate fully in the development of the post.Liaise with the Point of Care manager in relation to implementation and maintenance of haematology tests in a POCT setting.Management: Promote good communication within the haematology department through departmental meetings and other means.Lead and co-ordinate scientific staff and support staff within their department.Ensure that the team is allocated according to their ability, education, training, and patient needs and apply maximum delegation compatible with safe work practice.Participating in developing and leading the introduction of new ideas and methods according to Hospital policy.Supervise and delegate as appropriate, the registration, custody and stock level of departmental reagents, and other materials held in the section.Supervise and delegate as appropriate, the registration, maintenance and servicing of departmental equipment held in the section.Receive and record details concerning mishaps, complaints and defects in supplies, equipment, and laboratory reports - investigate the circumstances with appropriate team members and take the necessary actions and ensure that the relevant documentation is completed and reported to the Laboratory Manager and or Quality Systems Manager as appropriate.Ensuring that the policy in relation to the Laboratory record keeping is followed.Co-operate in evaluating equipment, consumable items, and research projects.Facilitate arrangements, where appropriate, to introduce professional and/or other visitors to the Laboratory.Develop and co-operate with procedures to be followed in preventing and managing accidents occurring in their Laboratory area.Encourage professional development of their staff, through promoting self-learning, formal courses, or formal and/or informal on the job training within the Hospital procedures.Participate in Laboratory, Hospital and/or external committees as required.Ensuring appropriate compliance with International and National guidelines and standards for the provision of Laboratory Services and actively participate in internal and external quality control and quality assurance.FinancialIn co-operation with the Laboratory Manager, Clinical Director of Pathology, Consultant Haematologist, and with the support from the Finance Department participate in:Prepare budget estimates including a planned programme for replacing capital equipment.Manage the most effective use of available resources in their laboratory department.Participating, as required, with the Laboratory Manager, Clinical Director of Pathology and Consultant Haematologist in costing methods for their laboratory service to other Hospital Departments.Assist in the maintenance of the laboratory asset register of appropriate equipment, in conjunction with the asset register of the Hospital.Conducting routine inspections of laboratory equipment in their charge and to ensure that the equipment is properly maintained and kept in a serviceable condition.Provide statistical and management information as requested by the Laboratory Manager, Clinical Director of Pathology or Consultant Haematologist in a timely manner or other members of Hospital Management.Staff ManagementPromoting a professional, punctual, and dedicated team with good open communications.Manage the Departmental staff resources ensuring that staffing levels and skill mix are appropriate and within the resources allocated. Departmental staffRostering and leave as managed electronically on the hospital time and attendance system.Creating and promoting healthy working relationships and stimulating initiative among Laboratory staff.Maintaining teamwork and acting in accordance with the Hospital’s disciplinary policy.Arrange training of the departmental staff and other members of the Laboratory team.Motivate team members on a day-to-day basis, by agreeing goals and objectives, in keeping with the Hospitals anticipated performance system.Complete staff probation reviews, annual individual performance reviews and personal development plans.Participating in the provision and co-ordination of technical staff and student training. This may involve the giving of lectures and participation in journal clubs etc.Information TechnologyMaintaining of the computer-integrated management system for the Laboratory.Ensuring that the Laboratory area makes the most effective and efficient use of information technology for both patient care and administrative support in a manner which integrates well with systems throughout the organisation.Guiding technical personnel in the performance of their duties.Collect, interpret, and present data and information, as required, on their department’s activity, staffing and expenditure.Contributing to the administration and record system and providing such records of work as are deemed necessary.Quality Assurance Ensure compliance with:Directive 2002/98/EC (Standards of Quality and Safety for the Collection, Testing, Processing, Storage and Distribution of Human Blood and Blood Components), if applicable.S.I. OrBachelor in Science Honours degree in Biomedical Science from the Joint University College Cork – Cork Institute of Technology course AND Diploma in Clinical Laboratory Practice. OrCertificate in Medical Laboratory Science, Dublin Institute of Technology (DIT), Cork Institute of Technology (CIT) or Galway/Mayo Institute of Technology (GMIT) AND Bachelor in Science (Applied Science) Honours degree (Biomedical option) from the University of Dublin/Dublin Institute of Technology (Awarded prior to 2002).
