The Medical Council is seeking an Information Governance Manager at Senior Executive Officer Grade to join the Information Governance team. This role will report to the Head of Information Governance.
This position will play a leading role in managing the organisation's obligations under the Data Protection Act 2018, Freedom of Information Act 2014, Data Sharing and Governance Act 2019, and all other associated work. They will also take on the position of Data Protection Officer (DPO) for the Medical Council, as provided for under Section 34 of the Data Protection Act 2018.
Key responsibilities will include:
Data Protection:
* Overseeing and reviewing the processing of all requests for data, including standard Subject Access Requests, research requests, and requests from law enforcement and other regulatory bodies.
* Conducting Privacy Impact Assessments and Data Transfer Impact Assessments as required, including on new projects and systems during planning stages.
* Responding to all data protection related queries raised internally by staff and external stakeholders.
* Reviewing contracts, MoUs, and SLAs to ensure GDPR compliance.
* Drafting, reviewing, developing, and implementing data protection policies and procedures to ensure compliance with the Data Protection Act 2018 and GDPR.
* Advising on data protection issues regarding the exchange of data with other bodies.
* Overseeing compliance with the data breach response plan.
* Managing investigations and complaints commenced by the Data Protection Commission (DPC).
* Providing regular reports to Senior Management, Committees, and Council.
* Managing specific case files with legal advisors.
* Escalating data protection issues as appropriate.
* Supporting the implementation of requirements under the Data Sharing and Governance Act 2019.
Freedom of Information (FOI):
* Reviewing decisions and records prepared by the Information Governance Officer.
* Providing advice on the application of appropriate exemptions under the FOI Act.
* Reviewing, drafting, and issuing decisions as the Internal Reviewer under the FOI Act.
* Managing investigations and appeals by the Office of the Information Commissioner (OIC).
* Ensuring compliance with the Medical Council's requirements under the FOI Act.
* Providing statistical data to the OIC.
Record Management:
* Managing the external document service provider.
* Ensuring compliance with data protection legislation in relation to the secure storage and destruction of records.
* Drafting policy and procedures for the management of post and hardcopy records.
Other Duties:
* Providing training to staff, Council, and Committees on Information Governance obligations.
* Advising on changes in legislation and regulatory requirements.
* Supporting the Head of Section with strategy and business plan development.
* Managing obligations under the Re-use of Public Sector Information legislation.
* Reviewing and updating the Information Governance Risk Register.
* Conducting internal audits and reviews of data protection, FOI, and record management processes.
* Managing the implementation of recommendations following audits.
* Ensuring adherence to legislative timeframes.
* Managing sectional specific internal audits.
* Undertaking continuing education and professional development.
* Contributing to the management and development of staff.
* Performing other assigned duties.
Minimum Requirements:
* Third level qualification or equivalent.
* A minimum of 2 years' experience in a data protection role.
* Excellent working knowledge of the Data Protection Act 2018, GDPR, and the FOI Act.
* Experience with Record Management.
* A formal qualification in data protection is ideal.
* Good knowledge of the Medical Council's role and functions.
* Experience leading a team is beneficial.
* Strong interpersonal skills.
* Ability to communicate with tact and discretion.
* High level of confidentiality and discretion.
* Ability to interpret legislation and apply it in practice.
* Highly organized with strong attention to detail.

Details of this Appointment:
Position Type: Full-time permanent basis with a 6-month probationary period.
Salary: Starting salary at €53,955, with increments based on performance.
Annual Leave: 29 working days plus public holidays.
Hours: 35 hours per week, Mon-Fri.
Location: Kingram House, Kingram Place, Dublin 2.
Pension: Offered through the Public Sector Scheme.
