Facilities Projects Engineer
Fixed Term Five Year Contract
Dublin Software Park DAC, in conjunction with DCU Estates Office is responsible for the management of Dublin City University’s physical assets and the provision of services in a multi-campus environment. There is a requirement for a Facilities Projects Engineer to supplement the existing Estates Team to deliver mechanical & electrical building infrastructure asset replacements and upgrade projects, ensuring the existing asset infrastructure and building services across all buildings and campus locations is fit for purpose and compliant with building and Health & Safety regulations for current and future requirements.
Reporting to the Operations Manager on all operational day to day issues or nominee, the role will also focus on ensuring appropriate campus plant and infrastructure plans are in place to enable progression of the current DCU Campus Development Plan to reduce the risk of University operations interruption and mitigate critical failure of our heating, electrical, and water infrastructure across all DCU buildings many of which are aging and in need of upgrade on multiple site locations. The post holder may be required to provide services at any of the University campuses as required.
The post holder will also play a key role in supporting the organisation to maintain the recognised International Energy Management standard ISO50001 which will require input into the design and implementation of cost-effective energy efficient systems for building across all campus locations.
Duties and Responsibilities
* Oversee the analysis and design layout of campus and buildings utilities distribution, water, foul and gas infrastructure systems, identifying relevant requirements
* Manage the University Asset Replacement Programme and associated projects as required
* Provide support to the Facilities Team in preparation, alignment, implementation and procurement of Facilities, Planned Preventative Maintenance and campus Services Contracts
* Ensure Campus and building compliance to include, Health and Safety, Risk Analysis, Policy Provision, Emergency Planning, Fire and access, and Best Practice associated with the management of Buildings
* Carry out analysis and put appropriate plans in place to ensure building services compliance across all buildings with a particular focus on life safety systems and end of life assets
* Assist with the development and management of the Estates Operating and Capex budgets, produce regular reports to ensure service level agreements and contracts are being carried out in line with agreed budgets and standards
* Carry out tests on building systems and make necessary recommendations and implement changes to plans where required
* Provide technical assistance in response and resolution to routine Estates Office helpdesk requests on Campus
* Monitor the installation of building services and infrastructure and design appropriate maintenance plans once new buildings are completed ensuring compliance with existing campus infrastructure, relevant regulations and standards
* Ensure all building services meet building regulation, Health & Safety requirements, energy efficiency standards and environmental legislation.
* Negotiate contracts with consultants and contractors to ensure works are carried out within budget
* Liaise with internal and external stakeholders, including external utility providers and local authorities to ensure operational requirements are included in all building interruption and infrastructure connection plans
* Liaise with external contractors, surveyors, engineers, architects and other construction professionals on an ongoing basis
* Produce appropriate plans and reports including technical analysis highlighting the practical implications of architectural and engineering designs
* Promote and implement energy efficiency plans and other sustainability initiatives across all buildings and campuses
* Act as day to day point of contact on behalf of the Director of Estates for management, control and prevention of Legionella Bacteria across the University
* Maintain a snag list and rolling asset replacement requirements of all building service and infrastructure requirements across all buildings
* Support the Capital Projects Team through provision of technical expertise throughout procurement, construction and handover of new build and building refurbishment projects

Requirements
* Primary degree in an area such as building services engineering, mechanical engineering, electrical engineering, accredited by an appropriate professional body
* Demonstrable experience of large commercial facilities and campus infrastructure design
* Demonstrable experience of implementing a recognized international quality standard in a similar environment
* Strong skills and familiarity with industry-specific platforms such as BMS and AutoCad is desirable
* Minimum of 5 years’ post qualification experience working in a similar role and environment
* Excellent verbal and communication skills and the ability to interact well as part of a team
