Job Description
The M402 Procurement Manager supports the M400 Procurement Lead for the procurement of the M402 contract to develop procurement documents, including requirements, specifications and input into contracts. The role holder shall assist in the production of the procurement documentation including but not limited to, the contract requirements, procurement documents and draft contracts.
Principal Accountabilities
* Act as the first point of contact for the M402 contract procurement matters.
* Deliver procurement activities as directed by the M400 Procurement Lead.
* Lead the development and management of the M402 procurement contract management plans and procurement strategies for the M402 contracts in line with the programme and timelines.
* Lead the development and production of the procurement documents for both the qualification and selection stages of the procurement of the M402 contracts.
* During the tender process and the preferred tenderer period, provide support to the M400 Lead in preparing and reviewing the contracts issued to the preferred tenderer ahead of contract close.
* Support the M400 Lead in coordinating with various Directorate functions, such as Design and Engineering, Project Controls & Performance, Safety, and Information Management.
* Support the M400 Lead to lead manage and coordinate the process for responding to tenderer’s clarifications.
* Support the M400 Lead in the drafting or shortlisting letters for Qualification stages and regret and success letters during selection stage of the procurements.
* Manage and maintain documents in accordance with procedures.
* Assist with updates and revisions to the Procurement Processes, Policy and Procedures.
* Assist in providing accurate and timely information about progress and plans to support the M400 Lead manage and coordinate monthly commercial and procurement progress reports.
* Participate in any progress meetings to discuss procurement and assurance plans and progress (if required).
* Support the M400 Lead manage and coordinate the resourcing of the M400 team, developing a pro-active and positive culture.
* Ensure the team are fully trained and up to date on the relevant best practice, EU procurement directives, Irish Law and other statutes.

Experience, Skills and Qualifications
* 10+ years’ experience managing complex procurement processes within major capital programmes.
* 5+ years’ experience working on metro rail projects or projects of a similar scale and complexity.
* Experience of public sector e-procurement and constraints.
* Experience in understanding of procurement of EU Procurement Directives, Irish National Regulations and laws, and construction procurement as a client or for client bodies.
* A thorough understanding of Procurement processes and Legal framework and governance contract law and construction procurement as a client or for client bodies.
* Knowledge of EU Procurement Directives and Irish National Regulations and laws including EU Regulation 2016 (S.I. 286/2016).
* Ability to provide strategic leadership and direction in procurement, within a large and complex organisation.
* Ability to lead and manage procurement teams.
* Dealing with commercial agreements and legal awareness of contract risks.
* Strong ability to write, document, and maintain technical standards, guidelines, and workflows.
* Strong attention to detail and accuracy in developing structured documentation.
* Excellent communication and collaboration skills.
* Ability to develop long term relationships with all team members.
Qualifications
Formal Education Qualifications
* Minimum Level 8 degree (or equivalent) in relevant subject area e.g., engineering, supply chain, procurement, quantity surveying, business, or related discipline.
* Level 9 Masters in relevant field would be advantageous (or equivalent masters).
* Advanced Diploma in Public Procurement Law (King’s Inns) or equivalent is desirable.
Professional Memberships
* A professional qualification such as Engineers Ireland (IE), Institute of Civil Engineers (ICE), Chartered Institute of Procurement & Supply (CIPS), Royal Institute of Chartered Surveyors (RICS) or relevant equivalent.
* Membership of Institute of Management Consulting or Association of Project Management.
