The Role Bristol Myers Squibb is looking to recruit a permanent Manager, EMEA Export Compliance – Export Controls. The incumbent will ensure export compliance for BMS Europe operations, with potential for APAC support.
This will involve compliance with Global federal guidelines and adhere to regulations, including those related to export controls, denied parties, and embargoed countries.
Provide support for export transactions escalated to the Corporate Customs & Trade Compliance organization for proper invoice practices, ECCN/Licensing Requirements, denied parties, embargoed countries, and more.
Coordinate trade compliance operations with EMEA export team and provide support as needed.
Support regional import compliance as requested.
Demonstrate commitment to excellence, integrity, and willingness to take ownership and accountability for results.
Key Duties and Responsibilities: Ensure effective export compliance operations for all BMS business units within EuropeManage the export license management program throughout Europe and support global license managementManage the identification of controlled articles for export including tangible and intangible goods which are subject to the EU dual-use regulationsSupport the implementation of export compliance processes and policies to all BMS business units across the globeAdvise BMS business units regarding sanctions and restricted party complianceAssist with providing guidance and direction as needed on Export Compliance Laws and Regulations, including, but not limited to:The assignment Control List Number (CLN) and Combined Nomenclature (CN) for exportsPromptly and accurately resolving customer shipment problemsDepartment of Enterprise, Trade & Employment (DETE) in IrelandExport Controls Joint Unit (ECJU) in The UKCellule Licences Armes et Biens À Double Usage in BelgiumSupport self-assessment programs and internal audits of BMS's export compliance programRemain current on Export Laws and Regulations and work with sites and other stakeholders to determine business changes required to address new regulations or changes to regulationsProvide support to other company wide projects or initiatives, as neededMaintain and update regional Internal Control Program (ICP) as appropriate.Qualifications, Knowledge and Skills Required: A minimum of 4 years in Supply Chain/Finance/Logistics experience, which includes at least 2 years in a Trade Compliance role (required)Undergraduate degree in Business, Finance, Supply Chain or International Trade, preferred - MBA degree a plusExpertise of European and US Export regulationsKnowledge Export Controls, Sanctions, Anti-boycott and Restricted Party Screening regulationsUnderstanding of global biologics manufacturing, logistics and distribution operationsKnowledge of export practices in Europe and the United StatesKnowledge of the following areas:Product Harmonized Code Classification; ECCN & CLN classifications, valuation, and Country of Origin determinations for pharmaceutical productsGovernment export regulationsRegulatory & Compliance functionsKnowledge and experience in conducting export auditsDemonstrated ability to effectively communicate ideas, lead and persuade others to accomplish challenging goals and objectivesDemonstrated project management and team building skillsExperience in working and building relationships with both internal and external customers and achieving results through influenceSelf-starter and the ability to work independentlyHighly organized, demonstrating attention to detailsAbility to prioritize and manage time effectivelyStrong computer skills.
