What You'll Do : • Responsibility for the operational stability of technology in Ireland.
This includes day-to-day operation, application support (in conjunction with business line IT staff), personnel moves, IT Services such as desktop & data centres support, operational resilience, BCP readiness and execution, cyber security, regulatory compliance, and management reporting.
• Direct the delivery of change into Ireland and across Europe.
This includes management of the Project Managers and Business Analysts aligned to those projects as well as planning and scheduling resources, defining business requirements and systems processes, developing business case proposals, securing user and management approval, developing testing, conversion and implementation strategies, budgeting and cost tracking, ensuring solutions implemented meet user requirements, provide user training, and providing on-going user support.
• Direct the local Technology support functions including infrastructure and desktop support, functional and technical support to middle and back office.
These support processes will be robust and auditable and, conform to Global Technology Application (GTA) standards.
• Support the business in overseeing and addressing any key IT Risk or Cyber Information Security risk and concerns within their business.
• Oversee all outsourcing services provided by BNS/BNSL working closely with the CIO in Europe to ensure consistency and leverage European resources.
Ensure robust oversight and reporting in adherence with Scotiabank policy and Irish and European Outsourcing regulations.
• Provide oversight for the operational resilience program and framework implementation in Europe in relation to IT, including leading review and challenge of the firm's resilience capabilities, which are focused on the firm's ability to deliver its Important Business Services (IBS) across a range of severe but plausible disruption scenarios.
• Provide oversight and thought leadership for the delivery of alignment with the Digital Operational Resilience Act (DORA).
• Act as primary liaison on operational resilience-related questions with internal and external stakeholders, internal control groups and regulators where applicable.
• Understand how the Bank's risk appetite and risk culture should be considered in day-to-day activities and decisions.
• Actively pursues effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Code of Conduct.
• Contributes to a high-performance environment and fosters an inclusive work environment, supporting the vison/values/business strategy for the team.
• Governance Represent Technology on management committees, members of: - the Operational Risk Committee (voting member) - the Technology Information Security Oversight Committee (voting member) Supports the COO for Ireland in representing IT and Cyber Security Risk to the SIDAC Board and Executive Committee.
• The role has been identified as a Central Bank of Ireland prescribed Controlled Function.
The incumbent is therefore required to have the relevant fitness and probity to carry out the role and responsibilities in such a manner that the incumbent can comply with the Central Bank of Ireland 2011 Fitness & Probity Standards, as applicable to the role.
In general, the Fitness & Probity Standards require the role holder to: (a) be competent and capable; (b) act honestly, ethically and with integrity; and (c) be financially sound.
What You'll Bring: • Bachelor's Degree in a related field required (or equivalent experience).
• Broad financial markets experience with deep knowledge of at least one of: Foreign Exchange, Derivatives, Commodities or Rates.
• Experience working with Europe, and/or Canadian regulatory compliance environments preferred.
5MM EUR.
• Experience of framing and delivering change programs spanning multiple business units, front office, finance and operations.
• Experience of working in a regulatory environment and dealing with regulators.
• Experience of Operational Resilience and Digital Operational Resilience and the development and implementation of related remediation activities.
• Experience of dealing with and delivering against internal and external audit commitments.
