Role Overview:
Position: Head of Clúid Works
Reporting to: Deputy Chief Operations Officer – Operations
Responsible for: The leadership, management and development of Clúid’s repairs and maintenance service, including the directly employed operatives, building and grounds attendants, and supporting contractor network
Location: Dublin, Hybrid with occasional travel
Contract: Permanent
Salary: €78,735 - €108,260
The Operations Department:
The Operations Department is dedicated to delivering essential services to our residents, including allocations, rent calculation and collection, and tenancy management. Additionally, we provide estate services and support community development activities to promote well-kept, friendly neighbourhoods.
Operations is also home to our Housing Advice Centre, Asset Management, 'Clúid Works' in-house repairs service, and the Operational Excellence team, who contribute to maintaining the quality of services we provide to our residents and ensuring our properties are safe and maintained to high standards.
As Clúid Housing continues to expand rapidly, our team supports the Commercial Development Department in acquiring new properties. These properties are carefully selected to be well-designed, well-built, and located where they are most needed.

Head of Clúid Works
The Head of Clúid Works leads and manages the team that repairs and maintains our residential property portfolio of around 13.000 homes, and the schemes / estates on which they are situated. This service is largely delivered through a directly employed cohort of trade operatives, including plumber, electricians, carpenters and painters; building and ground attendants and; a network of supporting contractors.
Ensuring that the service is resident focused, economic and compliant are the prime objectives of the role. This involves driving expectations and performance; monitoring and reporting on delivery inputs and outcomes; and planning and delivering agreed improvements. Working collaboratively across the organisation and with external stakeholders to achieve the best outcomes for both Clúid and its customers.

Strategic Leadership
Provide leadership and direction, fostering a culture aligned to our corporate values.
Lead a digital first approach, leveraging new technologies, including the adoption of artificial intelligence in a targeted manner to strengthen resident experience and streamline operations.
Develop and implement strategic plans for the Clúid Works and Estates Services teams to support the delivery of Clúid’s goals and objectives.
Service Development
Ensure the effective delivery of all the services (cost, time and quality) to all Clúid customers.
Maintain effective measures to understand the customer demand and ensure services can meet the demand
Ensure continuous improvement is incorporated into the ways of working.
Work closely with Asset Management team to understand repair trends and inform possible future replacement programmes.
Develop a good understanding of material use and performance and use this to inform future material / product choices.
Oversee the development of an effective stock management system ensuring effective local networks are in place to service our business requirements
Develop effective networks of sub-contractors and specialists within the area of operation to ensure all service areas are covered both within normal working hours and out of hour. Investigate and resolve customer complaints as required in line with Clúid’s complaints policy
Performance Management and Reporting
Establish key performance indicators (KPIs) and metrics to measure the effectiveness of the service.
Take responsibility for the development and management of team budgets.
Monitor performance against targets, identify areas for improvement, and take corrective actions as necessary.
Prepare regular reports and presentations for senior management, board meetings, and regulatory authorities as required.
Support, educate and develop staff to ensure that they have the rights skills and tools to deliver excellent services to the customer and are given the opportunities to develop and excel in all that they do.
Maintain a strong understanding of the operational aspects of the business through investing time spent with direct reports, planners, supervisors, stock controller and trade staff within their respective areas of work.
Collaboration
Work closely with all departments to develop strong relationships, particularly with the Housing Services teams, to support the delivery of consistent and reliable services.
Develop relationships with suppliers and contractors which drive innovation and efficiencies
Network with organisations such as the Housing Alliance and ICSH Property Services Working Groups and the Direct Works to contribute to and learn from other members.
Work with Clúid’s resident groups to develop improvements to the service.
Health and safety
Work closely with the H&S Officer to ensure the application of safe systems of work at all times.
Develop tailored training for staff to maintain health and safety awareness and safe use of equipment at all times.
Ensure the maintenance of relevant service accreditations such as RECI
Work closely with the H&S Officer and People team around fleet management and driver safety.

Experience / qualifications:
Previous experience essential in a leadership role in a complex organisation, preferably in housing and building repairs and maintenance sectors.
Previous experience essential, developing and implementing strategic plans, setting objectives, making data-driven decisions, and driving organisational change.
Previous experience leading teams handling resident enquiries and complaints, resolving disputes, and fostering positive resident relationships.
Experience in engaging with stakeholders, including residents, contractors, suppliers and other relevant organisations.
Familiarity with residential property, and health and safety regulations, and best practices, as well as experience in developing and implementing organisational policies and procedures.
Experience of establishing performance metrics, monitoring KPIs, analysing data, and implementing process improvements
Educated to degree level (or equivalent)
Professional qualification e.g. MCIOB / SCSI
