The Risk Specialist reports to the Risk and Compliance Senior Manager (LoD2), in accordance with EBA requirements concerning the split of the different lines of defense.
The Risk Specialist performs an execution role in measuring, monitoring, and controlling credit, compliance and privacy risks. They also assume the role of making credit decisions if a credit authority has been granted to them in cases above credit analyst level, which also includes the responsibility for analyzing credit data and financial statements to evaluate the risks associated with the counterparty’s creditworthiness, relying on the analyst’s issued opinion. If a credit decision is above their authority (limit, exclusion lists, PCRUs), they are responsible for initiating the appropriated process. The Risk Specialist also oversees Privacy and Compliance risk in relation to Privacy Assessments and GDPR compliance and Compliance Risks related to AML-CTF, Sanction and Embargo and ABC Framework.
Being a part of the second line of defense, they are also accountable for challenging and supporting the implementation of risk management measures by the business lines and support units to ensure that the processes and controls put in place by the first line of defense are well designed and effective.
Roles and responsibilities Credit Risk:
* The main responsibility of Risk specialist is the execution of measuring, monitoring and analyzing credit risks.
* Partnering with a certain level of authority and validating ratings, oversight of credit process, credit scoring, if any, and approving non-performing exposures (NPE) management measures.
* For credit origination, they are responsible for making credit decisions within their local authority and over credit analyst LoD 1 signing authority, as defined in the delegation letter.
* They are also requested to validate ratings used during the credit assessment for non-retail exposures.
* In a risk monitoring and control function, they are responsible for the oversight of the scoring and rating rules being applied by the first line of defense and providing oversight of the whole credit process, as well as monitoring the portfolio concerning early warning indicators, watchlists and default.
For NPE management, Risk Specialist has mainly a validation role, approving the different analysis and measures implementation coming from the first line of defense. This includes several activities, such as:
* Validation of watchlist
* Validation of default status, default exclusion and decision to exit default
* Challenge and validation of quarterly Cost of Risk (CoR) estimate
* Validation of quarterly provision calculation (individual and collective)
* Validation of annual CoR budget
* Oversight of hard collection activities
* Validation of forbearance measures
* Validation and challenge of provisioning activities
* Definition of provisioning procedures
The local Risk Specialist also has some responsibilities concerning provisioning, mainly for validating and challenging the different steps of the process being executed by the first line of defense. The activities done locally are:
* Challenging, understanding and validation of quarterly provisions estimate
* Validation of REMINTL to be sent to SG RISQ
* Send to ALD/RISK CoR analysis of the country
* Send IPS form to RISQ/RBA when required – in alignment with central LOD 2
* Validation of CoR budget subject to RISQ/DIR approval – in alignment with central LOD 2
Roles and responsibilities Compliance:
The Risk Specialist is responsible for implementing the compliance framework within the perimeter for Ayvens Ireland Limited. In his/her capacity, the key mandate of the Risk Specialist includes:
* Acting as Anti Money Laundering Officer (AMLO) and overseeing AML and Sanctions and Embargos matters in order to manage AML risk.
* Acting as Whistleblowing Lead, ensuring that an effective whistleblowing framework is in place, by ensuring the availability of the whistleblowing set-up for Ayvens locally.
* Ensuring the implementation of an adequate regulatory and compliance framework on the local perimeter, on all risks of non-compliance, including in terms of trainings, policies, and committees
* Managing the framework for identifying, assessing and reporting incidents of non-compliance to both local and Group committees and stakeholders (including Senior Management and Central Compliance Teams).
* Preparing committees requiring the participation of compliance representatives and contribute to effective governance: play an active role in committees, offering constructive challenge and helping governance bodies to fulfill their roles and responsibilities
* Overseeing the management of compliance risk, including oversight of compliance incidents;
* Ensuring the provision of applicable regulatory reportings related to compliance (cf. Ayvens Compliance rules and principles Policy) and overseeing the production and integrity of regulatory reporting when applicable
* Advising the local LOD1 teams on compliance issues on a daily basis and during projects,
* Carrying out the compliance risk assessment exercise and contributing to all reports required by Ayvens Central Compliance Team
* Participating in the Group oversight of compliance Risks by contributing on the elements relating to local business, liaising with SG, Avyens Central as required on Compliance matters
* In charge of disseminating and rolling-out of the normative documentation issued by Compliance (cf. Ayvens Compliance rules and principles policy)
* Is accountable for overseeing the management of Compliance and Privacy risks from a LOD2 perspective, and escalating to Risk and Compliance Senior Manager as well as Ayvens Group Compliance Department relevant incidents or areas of weaknesses identified locally;
* Ensure that all non-compliance risks are identified and monitor the proper implementation of the compliance framework by LOD1, including regulatory training and Culture and Conduct aspects
The Risk Specialist is responsible for implementing the privacy framework and also acts as:
* Data Protection Officer in charge of monitoring, within his/her scope, that the legal framework relating to Personal Data is complied with and respected (cf. Ayvens Privacy policies).
Internal
* Collaborates with Credit Risk LoD 1 team, LOD1 NFR Supervisor at local level and central /regional LoD 2 teams.
* Collaborates with Internal partners including SG Group RISQ and PCRU experts and supervisors.
External
* In the area of credit risks for the external auditor and regulatory authorities (where applicable).
Knowledge, Skills & Experience
Required expertise:
* Relevant University degree (Bachelor/master’s level) e.g. in Finance, Accounting, Business Administration. Candidates with higher education on Risks and compliance topics, combined with adequate knowledge of the financial sector.
* Experience in implementing compliance frameworks and compliance risk management practices
* Knowledge about Credit risks including a very good understanding of current requirements in Credit risks management and governance.
* Strong financial analysis and accounting capabilities.
* A good understanding of the scope of risk management practices and techniques including experience in the development and implementation of risk policies.
* Knowledge regarding banking regulations (EBA) and interaction with ECB and local regulators.
* Previous experience in a comparable role in the financial services sector (over 5 years)
* Broad knowledge on relation to Privacy and compliance topics.
* Regularly communicate information that is timely, relevant, and tailored to each audience. This includes being transparent about both positive and negative developments.
* Ability to manage diverse work and overlapping priorities.
