General Manager - UPMC Aut Even Hospital - Kilkenny Location: Aut Even Hospital Job type: Permanent Overview of role: This position requires a strong leader capable of gaining commitment from all stakeholders as UPMC Aut Even Hospital pursues a set of challenging strategic imperatives in the delivery of consistent high-quality service, in a context of high performance and growth. This is a leadership role which requires a high calibre individual with a proven achievement record in the areas of service delivery, change management, leadership, operational excellence and strategic alliances. In addition, it is essential that the individual has a developed sense of emotional intelligence to guide and lead professional employees effectively. The role will be expected to engage effectively with key stakeholders to enhance the reputation of UPMC Aut Even Hospital and be acknowledged by clinicians as a senior partner with no vested interest. The role requires the post holder to have a strong community focus providing leadership in the community by promoting health and wellbeing. The General Manager should be outward facing and act as an advocate and ambassador for UPMC's mission, vision and values. Reporting to the Chief Operations Officer, this role will also be responsible to the Managing Director for governance and strategy. Primary Duties and Responsibilities: The post holder will be expected to: Act as the lead executive within the senior management team and discharge the primary executive leadership role within the organisation. Lead the delivery of the management structures, management processes and clinical governance to ensure compliance with best practice recognised nationally and internationally with such agencies as: JCI, HIQA, EPA, HSA and other relevant regulators or licencing authorities. Lead performance monitoring and secure progress towards agreed targets and objectives. Share responsibility with other key Executives e.g. COO, CFO etc, for the operational and commercial policy and decision making within the organisation. Ensure Clinical Governance is constituted, and the appropriate support structures are in place. Satisfy the COO and MD that appropriate systems, procedures and policies are in place to ensure the development and delivery of patient care, which is safe, appropriate, clinically effective, meet relevant accreditation standards and commercially profitable. Job Summary: As lead member of the management team, the General Manager will take primary responsibility for managing UPMC Aut Even Hospital, for liaison with the COO & MD, for collaboration with external bodies, and for development issues. The General Manager will be head of service with ultimate responsibility for the fulfilment of its targets and objectives. The General Manager will be the ultimate line manager for all employees and will be responsible for the creation and maintenance of good working relationships internally and with external bodies. The General Manager will take lead responsibility for all strategic management matters, will direct policy development and strategic planning for the entire clinic's business including forward plans, and will bring the organisation into line with best Irish and international hospital management practice. Duties and Responsibilities: Act as head of service with responsibility for the overall effective, efficient and economic running of the hospital, with a twin focus on (a) strategic management issues and future development, and (b) day-to-day operational running of the hospital. Create and maintain good working relationships with external bodies including, but not confined to, insurers and other customers, the National Treatment Purchase Fund, NI Trusts, Cross Border Directive business opportunities, the Department of Health and Children, the Health Service Executive, other hospitals and healthcare providers, and other relevant public and private bodies and foundations. Act as the primary adviser to the COO & MD, for the management of business to be tabled at governance meetings, and for the effective implementation of strategic decisions. Develop and implement a five-year strategic plan covering capital development, service initiatives, and future clinical, operational and business arrangements. Develop an annual Business Plan, and to report on the progress with the implementation of these plans in an Annual Report. Ensure the optimum delivery of high-quality care by pursuing relevant accreditation standards and by developing monitoring and audit systems that are accurate, user-friendly and reflective of best safe practice. Ensure that Clinical Governance is constituted, and practices and procedures are in place as part of future planning. Ensure that resources are in place to deliver agreed strategies, plans and targets, including recommending to the Managing Director any organisational changes which the General Manager deems necessary. Act as a senior manager for all staff including all medical, nursing, paramedical, administrative support staff and others. Create a clear and effective management reporting structure including a system for delegating relevant day-to-day and operational management activities appropriately, but with all reporting lines ultimately converging at General Manager level. Ensure teams and team working structures are set appropriately, where accountability is clear, and outcomes measured across all disciplines. Create an atmosphere of trust and respect for the professional diversity within the hospital and work to build a culture which peruses excellence in the delivery of patient care. Encourage a candid upward, downward and vertical flow of management information through a process of employee engagement within all teams and units. Recognise and reward performance that is consistent with the goals of the organisation. Undertake any such additional duties as may be required by the COO. Qualifications & Experience: Qualifications: A third level degree preferably a master's in healthcare or business management preferred. Four to eight years' experience in a senior management position, healthcare or medical setting an advantage. Strong financial and analytical skills. An effective negotiator with a heightened awareness of the need for value for money practices An effective communicator with strong interpersonal skills. An effective leader with the ability to engage with and motivate others to perform to the highest standards in the delivery of services in a hospital setting. The ability to think strategically and to implement change effectively in a fast-paced environment. The ability to define problems, establish facts and draw valid conclusions. In turn, the ability to take and make decisions appropriately and to know when and how to intervene to resolve situations in a timely and effective manner.
