Data Governance Executive
Job Purpose
The Data Governance Lead is a key role in the roll-out of the Digitalisation Programme. The Data Governance Executive supports the operationalisation of the new Data Strategy with a specific focus on data governance and data quality. A Data Governance Framework has been designed to raise the importance of data as an asset in the organisation and to ensure that we gain maximum benefit from the new systems and platforms that will be rolled out as part of the Digitalisation Programme.
The Data Governance Executive reports to the CIO.
The core responsibilities of the Data Governance Executive are to:
•Ensure that data governance and data quality policies are in place and procedures are being followed
•Increase awareness of data governance and data quality across the organisation and provide sufficient training – in particular to stakeholders with specific roles set by the policies
•Build links from Data Governance to other functions such as Data Protection,
•Support escalation of challenges to CIO, IT Steering Committee & Executive leadership.
Key Tasks
1. Is a Subject Matter Expert (SME) on data governance and data quality – proactively remains up-to-date with best practices in this regard
2. Drafts and designs updates to data governance and data quality policies, procedures and standards for review and approval.
3. Promotes organisation-wide awareness of data governance and data quality
4. Builds effective working relationships with other functions (such as Data Protection) to identify synergies and to establish practical links for integrated benefit and efficiency
5. Coordinates Data Governance Forum, and ensures that appropriate reports and analyses are delivered to the members of the forum
6. Builds effective working relationships with Data Owners and Data Officers
7. Provides advice and services to Data Owners and Data Officers
8. On request from Data OfficersGathers data quality and performance metrics for reporting.Works with the IT Team to create data quality dashboards and other visualisations to enable those Data Officers to track key metrics and exceptions
9. Supports Data Officers in defining and recording business definitions of data
10. Supports Data Officers in resolving data quality issues
11. Supports Data officers in identifying business requirements for ‘data quality by design’ to be scoped into change projects
12. Creates and maintains central data governance registers – such as formally prioritised list of critical data items
13. Continually monitors the operation of data governance and raises any concerns with CIO
14. Provides guidance and advice to support the evolution of data management throughout the Digitisation Programme.

Additional Requirements:
15. Minimum 2 years’ experience in a data quality management or data governance co-ordination role
16. Third level qualification, to a minimum Level 8 on the National Qualification Framework is essential
17. Strong understanding of data governance and data quality frameworks
18. Previous experience presenting data using visualisation tools, dashboards or infographics – ideally including some of: Salesforce Reporting, SQL, PowerBI, Tableau.
19. Strong communication and interpersonal skills, coupled with the ability to maintain confidentiality and discretion at all times.
20. Excellent analytical, problem solving and planning skills with the ability to articulate issues to non-technical people at all levels
21. Ability to work well under pressure and on own initiative ensuring attention to detail
22. Can-do proactive self-starter attitude & aptitude
23. An up-to-date current driving licence is essential.
24. To demonstrate flexibility in undertaking additional tasks as aspects of this role will require travel and working outside of normal office hours.
