About the Job
Energy Safety Regulation
The CRU has a key role in protecting public safety and the prevention of major accidents in Ireland's energy sector. This includes:
* Safety regulation of gas networks, supply, storage, use and liquefied petroleum gas distribution;
* Petroleum upstream exploration and production of hydrocarbons;
* Gas installers and electrical contractors;
Our public safety remit also includes ensuring electrical contractors and gas installers operate to relevant national standards to protect life and property, as well as promoting customer awareness of safety.

Duties and Responsibilities
The Head of Function (Infrastructure) will be responsible for safety regulation of the following sectors:
* Under the CRU's Gas Safety Framework: natural gas transmission and distribution network, including biomethane injection; LPG distribution networks; Shipper and suppliers, including CNG suppliers; Ongoing investigations;
* Under the CRU's Petroleum Safety Framework: offshore and onshore designated petroleum activities, including well work, production and decommissioning.
General duties and responsibilities include but are not limited to:
* Providing strategic management and continual improvement of one or more functions within a division;
* Overseeing the implementation of strategic objectives while managing risk;
* Managing and providing support and guidance to Inspectors/Specialists, Analysts/Regulatory Officers, Administration Officers;
* Developing, evaluating and reviewing business plans, including inspection programme and budgets;
* Cultivating a culture of cross-divisional collaboration and one team approach across the organisation;
* Providing direct support and expert advice to Commissioners/Directors and wider organisation;
* Participating in international meetings, e.g., peer regulators;
* Providing ongoing coaching and mentoring to team members.

Specific Duties and Responsibilities
Specific responsibilities of the Head of Function (Infrastructure) include but are not limited to:
* Overseeing compliance monitoring, safety case assessment, safety permits and incident investigations for sector;
* Leading on enforcement action and follow-up actions for sector;
* Leading engagement with relevant regulated entities, including chairing relevant meetings;
* Managing input into safety regulatory policy, legislation and promotion and public awareness campaigns for sector;
* Leading development and management of competence assurance programme;
* Leading revision and management of CRU procedures for relevant sector;
* Managing support contracts;
* Revision of relevant Memoranda of Understanding;
