Description The Head of Technical Delivery will be responsible for the delivery of the entire portfolio of technical projects in line with safety, quality, sustainability, schedule, cost, digital, contract administration and reporting requirements. In addition, the Head of Technical Delivery will be responsible for engaging with all relevant internal stakeholders including but not limited to Asset Management, ATMs, Safety Regulation and Compliance, Governance, and the Airfield Operations Interface Manager to manage all technical interfaces in support of the development / ensuring compliance with functional briefs and safety & regulatory requirements.ResponsibilitiesManage the delivery of the technical and MDDC teams’ inputs and outputs in accordance with the Infrastructure Master Delivery Programme and agreed Capex Plan in conjunction with the Programme Controls Team Develop, implement, and manage an effective Design Change Management process for the Technical and MDDC teams Manage all framework contracts including early warnings, compensation events and variations in conjunction with the Contracts & Commercial Team Ensure compliance with PSDP requirements and implement a ‘best-practice and lessons learned’ safety culture across the Programme and wider organisation Develop and implement a lean construction (constructability) and Value Engineering culture within the design process to promote innovative technical solutions and enhanced productivity in the field Develop and implement a resource loaded Technical Delivery Plan in line with key milestones and cap labour allocations / targets to support the Master Programme of Works Ensure the timely review and response of all Requests for Clarification / Information, Technical Queries, and review of submittals to ensure compliance with Master Programme delivery milestones Ensure the timely delivery of technical deliverables to support the Master Programme of Works Monitoring and reporting of technical team performance against key objectives and milestones Oversee the development, maintenance, and adoption of fit-for-purpose project risk registers for the technical input across the programme Drive a positive, motivated culture within the technical function Develop and implement a training plan to ensure continuous professional development / training meets competency and compliance requirements Establish and maintain good, professional, and pro-active relationships within and outside of the team Ensure that the Technical Function including the MDCC teams adhere to the following: Designs are carried out in accordance with codes of practice, ICAO/EASA standards and best international practice Engage with Airport Transformation Managers (ATM) to reflect the business needs and functional requirements in the evolving designs, the Employer Requirements, and the performance specifications Engage with the Head of Digital Transformation and Information Management to ensure the delivery of the BIM Execution Plan for each project and assure end-to-end adoption of the BIM framework Engage with the Programme Delivery teams to ensure the Contractor(s) comply with the approved designs during the construction phases Assess project lifecycle costs as part of design management, in collaboration with the Contracts & Commercial and Asset Management teams Ensure compliance with the Quality Management Systems during the design process Benchmark against UK and European Airports to apply best practice standards and procedures Manage and oversee all issues, root causes, and corrective actions recommended / taken to ensure closure in a timely manner Be proactive in co-ordinating project design requirements between fellow design colleagues, project managers, asset management personnel and external consultants Engage with the Airfield Operations Interface Manager to ensure all projects are facilitated access to site with the minimum impact on delivery schedulesQualificationsMinimum 10 years’ experience in a Senior Management position Experience of directly manging a team of technical experts and indirectly manging delivery partners Minimum Level 8 qualification in a relevant technical discipline International Level 9 Masters in relevant field would be advantageous Committed to daa values
