About The Land Development Agency
The Land Development Agency (LDA) is a key Government Commercial Semi-State Body that delivers social and affordable housing on State and other lands. It is overseen by an independent board of directors and is funded with €3.75 billion of equity capital committed by the Government. It is also permitted to borrow up to €1.25bn.
The LDA has commenced construction on various state sourced lands and is currently working on about 20 direct delivery projects that can deliver over 8,000 homes. It is also delivering affordable housing by working with private sector on an initiative called ‘Project Tosaigh’, which will yield a further 5,000 homes on land provided by housebuilders.
The LDA Property Team has purchased a number of large-scale, high-density development sites with planning and potential for over 5,000 homes, with several further private land acquisitions under negotiation in 2025. Additionally, our Strategic Planning Division is assisting on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.

The Role
A newly formed division in the Land Development Agency, the Property Advisory function is a dedicated in-house Property Department with expertise and resources to inform and advise on property and development strategies at all stages of the development cycle, in collaboration with all other LDA teams and appointed external consultants.
The Property Advisory Team takes responsibility for public and private land acquisition opportunities and assists in devising optimum property acquisition and development strategies. The team consists of suitably qualified property professionals, Chartered Valuation Surveyors with agency, professional services and some Development Management or Project Management experience.
The ideal candidate for this role will have all necessary technical and commercial acumen required in delivering landmark projects but importantly will need to be a team player with the drive, work ethic and adaptability to respond to the exciting challenges of the LDA mandate. The successful candidate will join a growing team and will lead on a wide variety of large scale residential led developments and manage a core team of LDA Property Advisory and Development professionals.
Key Responsibilities
* Source and manage the private land acquisition process and the Relevant Public Lands Assessment and acquisition process.
* Engage with the market to identify all viable site acquisition propositions.
* Responsible for managing this process, together with the internal LDA teams, from site identification through the LDA’s Acquisition Procedure and approval process, to contract completion and handover to the Development/Asset Management team.
* Lead and manage the procurement of formal Red Book valuations, assessments and general property advice required from the LDA Frameworks.
* Lead and manage, together with LDA Legal, the procurement of property valuations from Tailte Éireann on all relevant public lands (as set out under Section 55 of the LDA Act and SI 106 Regulations).
* Centralise the procurement and management of property advisory and valuation functions for all LDA teams/divisions.
* Provide general property advisory and assessments across all LDA teams on both a formal and ad hoc basis as required.
* Provide regular property market updates and share market knowledge with colleagues.
* Engagement with external stakeholders, property agency firms, the construction sector, Approved Housing Bodies, property industry representative bodies and public bodies.
* Assist the Sales & Marketing Team in the assessment, pricing, management and delivery of New Homes/Affordable for sale delivery.
* Work with the Property Team to plan and develop further property partnerships and development management opportunities with local authorities.
In addition, the successful candidate will be expected to support and actively contribute to wider business development and corporate strategy initiatives. The successful candidate will also be expected to maintain the LDA’s core values at all times.
Person Specifications/Requirements
* Be a Chartered Valuation Surveyor with a minimum of 3-5 years’ post qualification experience in residential and commercial valuations, development land sales & acquisitions, commercial agency and investment.
* Experience in a Development Management role would be an advantage.
* Hold a recognised degree level qualification in Property & Valuation Surveying.
* Excellent relationship management skills (both internal and external).
* Experience in Development Consultancy and in report writing, sales & acquisition negotiation and on various land and property projects.
* Relevant experience and knowledge of Land Acquisition underwriting processes and associated Development Management strategies.
* This role has People Management responsibilities. The successful candidate will be proactive, with a results focused management style, they will be solutions oriented with the ability to lead, mentor and empower a Property Advisory team.
* Have the ability to build & manage stakeholder relationships and demonstrate good interpersonal, communication, organisational & time management skills.
* Technical knowledge – broad understanding of all RICS standards and ethical guidelines, property valuation basis and standards, and property acquisition underwriting requirements.
* Broad understanding of real estate market trends, regulations, and industry standards, in particular residential sales and development Land markets in Dublin and the major cities.
* Knowledge of public procurement is an advantage.
