Job Description The Programme Director is responsible for delivering a set of projects within the Terminals and Campus Programme, as part of the Contracting Entity's Infrastructure Department Portfolio.
The programme is both high profile and high priority in terms of building capacity and capability at the Contracting Entity and delivering on obligations to both the Regulator, customers and passengers.
The role holder is expected to be a high calibre individual who is an ambassador for their programme, driving relationships, performance and morale within their team and with external stakeholders.
The Programme Director will be responsible for the end-to-end management of all aspects of programme delivery, thriving on providing leadership and direction in a fast-paced and collaborative team environment.
They will ensure the delivery of their specific programme in achieving the forecast outcomes and ensuring their optimisation across the programme.
The role holder will be forward looking, identifying and managing risks, developing key stakeholder relationships and establishing robust and agile governance across the programme delivery team.
Safety has to be at the heart of everything done at the airport, and ensuring health & safety compliance throughout the delivery of the programme is the responsibility of the Programme Director.
Lead the co-ordination of the programme, working closely with the programme delivery team, consultants and contractors.
Be responsible for the programme budget, providing reporting and ensuring resources are well deployed and managed.
Determine and track delivery milestones and key performance indicators.
Work with key stakeholders across the aviation community, partners and the wider Contracting Entity, to understand the landscape/context and support the delivery of the programme's objectives.
Coordinate and draw support from the functions to ensure delivery excellence and performance on the programme ensuring suitable processes and procedures are in place.
Comply with governance processes, and ensure programme submissions are appropriate to enable progress through Control Points to assure delivery.
Apply oversight, expertise and sound judgment – either themselves, or by seeking independent verification through the Head of Quality Assurance.
Escalation of risks/issues to Head of Delivery for mitigation/resolution.
Manage the programme governance structures and establish their consistent use throughout the programme team.
Keep the programme aligned with business/portfolio/programme priorities and strategies.
Identify and leverage opportunities for implementation of continuous improvement and lean techniques to reduce costs and release programme contingency.
Discharge delegated authority for low & medium risk projects in line with corporate/portfolio governance.
Deliver the programme outcomes specified in the functional briefs within the control baseline and associated tolerances.
Lead the attainment of consents for works delivery, and compliance with programme commitments and undertakings.
Leading a multi-disciplinary team & managing stakeholders Effectively manage teams of project controls, design, and other support consultants in an effort to properly allocate resources and maximize efficiencies across the programme.
Where appropriate, challenge forecasts and information produced by Project Managers and/or suppliers.
Lead a safety culture and associated behaviours, in order to promote health and safety across the Programme and wider organisation.
Work with Airport Transformation Manager (ATM) and Airport functions to develop construction phasing solutions across the programme that minimise the impact on existing operations.
Clarify stakeholder management responsibilities, and application of appropriate stakeholder communications policy at Programme level.
Qualifications 18+ years' experience in Programme delivery across Infrastructure programmes of significant size and complexity, with at least 5 years of senior management experience.
Must have experience from inception to completion of complex high value airport/aviation projects, preferably in the delivery of terminals/piers and airfield infrastructure.
Extensive knowledge of and understanding of capital project and programme delivery and how this supports and integrates with a wider high functioning environment and capital investment plan.
Strong and demonstrable leadership and management skills, including project management, procurement, contract management, financial management and change management.
Strong planning, governance and delivery skills with the ability to set team goals, objectives and priorities, establishing clear roles and responsibilities for all direct reports.
Tangible experience of documenting best practice delivery, policies and standards.
In-depth understanding of the design and delivery requirements of technically complex projects in the architectural/engineering/construction sectors.
Experience of dealing with a range of stakeholders at all levels across the organisation influencing the improvement of process and guidance to support project delivery and reporting.
Delivered an integrated design enabling infrastructure delivery in previous roles at a senior level.
The role holder will be a recognised expert in their field with a vast experience and skill set drawn from construction, infrastructure, buildings, logistics, project and programme leadership and management.
They will have proven ability to manage and lead a large-scale, high value programme of works.
Preferably they will possess a track record on a programme of a similar size (up to €500m) and complexity, within an airport.
The programmes involve managing multi-faceted stakeholders (internal and external) with differing and sometimes conflicting opinions and requirements.
A track record within a similar environment in achieving successful delivery is essential.
Essential skills:
Successfully lead and deliver on high risk and complex construction projects; Manage large scale budgets within a commercial construction environment; Outstanding track record of delivery of construction/asset delivery projects to time and within allocated budget; Excellent communication (both verbal and written) and interpersonal skills; Ability to create a collaborative culture across the programme team (Infrastructure, end users and supply chain).
