Job Title: Associate - SCA - Enterprise Risk (Non-Financial) Division/Function: The State Claims Agency Reports to: Snr Enterprise Risk Manager Contract Type: 24 Month FTC **** Closing Date for applications: 5th February 2025 **** Summary of the Business: The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities. Businesses managed by the NTMA include borrowing for the Exchequer and the management of the National Debt, the State Claims Agency, the New Economy and Recovery Authority, the Ireland Strategic Investment Fund, the National Development Finance Agency and the NTMA Future Ireland Funds business unit with responsibility for the management of the Future Ireland Fund and Infrastructure, Climate and Nature Fund. In addition, the NTMA assigns staff and provides services to the National Asset Management Agency, the Strategic Banking Corporation of Ireland and Home Building Finance Ireland (together the "Affiliate Agencies"). Role Summary: This is an exciting opportunity for talented and motivated graduates to join the SCA division of the NTMA on a 24-month Associate Programme commencing in September 2025. The programme is open to graduates with a degree (NFQ level 8) in engineering, science, public health, social science, risk management or a related discipline, from a recognised establishment/authority. A further qualification in risk management, occupational health and safety, insurance would be an advantage. The State Claims Agency and the Enterprise Risk Management Unit: The SCA's principal objectives are: While acting in the best interest of taxpayers, to act fairly and ethically in its dealings with people who have suffered injuries and who take legal actions against the State or State bodies, and the families of these people; and To implement targeted personal injury and property damage risk work programmes to mitigate litigation risk in State authorities and healthcare enterprises, in order to reduce the costs of future litigation against the State. The SCA's remit covers personal injury and third-party property damage risks and claims relating to certain State authorities including the State itself, Government ministers, the Attorney General, the Health Service Executive, the voluntary healthcare sector, An Garda Sochna, the Irish Prison Service, the Defence Forces and community and comprehensive schools. It also manages third-party costs arising from certain Tribunals of Inquiry. The ERMU, which consists of risk professionals from engineering, science, public health and life and social science backgrounds, is proactive in identifying and analysing State authorities key strategic and operational risks and working with them to mitigate the associated claims exposures. The team has a particular focus in preventing injuries to staff, service users, students, members of the public, visitors, contractors and advising on property risks including estates, fleet and other State lands and infrastructure. The successful candidate(s) will play a pivotal role in advising across a range of areas to include operational risk, corporate governance, indemnity and insurance, health and safety, property and fleet management, fire safety, and environmental management. The Associate will support the SCA Enterprise Risk team through day-to-day duties including but not limited to, the below tasks: Providing advice on risk management, insurance and enterprise indemnity. Completing incident and claims data analysis. Supporting delegated State Authorities through on-site visits, inspections, audits and reviews. Developing risk policies, regulations and standards at national level. Delivering education and training programmes. Supporting the publication of national research reports. Co-ordination of stewardship meetings with client DSAs. Promotion of the use of the National Incident Management System (NIMS) Liaising with internal SCA stakeholders At the end of the programme the successful Associate will have developed a solid knowledge base of the SCA and the wider NTMA.
