Role summary The National Concert Hall (NCH) is seeking suitable applicants for the role of HR Business Partner for the National Symphony Orchestra (NSO).
In this role, the HR Business Partner (NSO) will be responsible, in conjunction with the Head of HR for providing professional support, leadership and assistance in the management of Human Resources/Employee Relations in the NSO.
This role will assist in the delivery of an effective HR function in a timely and efficient manner.
The HR Business Partner (NSO) will play a lead role in the development of progressive HR policies and practices and introduce innovations as appropriate.
Additionally, they will oversee the effective implementation of all HR and relevant organisational policies.
The successful candidate will participate in regular meetings with managers, staff and relevant external service providers to assist the HR Team in delivering on NCH strategic goals and objectives.
The candidate will support and guide managers with solid advice on employment legislation, HR best practice, and industrial/ employee relations.
The candidate will also empower managers through mentoring, coaching and providing access to continuous professional development for mangers and staff teams and promote a culture of respect, inclusion, collaboration and excellence in the workplace.
Key Responsibilities Reporting into the Head of HR, the role of HR Business Partner (NSO) will be responsible for, but not limited to, the following: Assist in the management of Human Resources/Employee Relations in the NSO and in the delivery of an effective overall HR function in a timely and efficient manner.
Develop people strategies and design approaches for diagnosing and enhancing organisational effectiveness and employee satisfaction. Offer thought leadership regarding organisational and people related strategy and execution.
Partner with Senior Leadership to develop and implement effective HR Policies and practices that will support the strategic growth of the business.
Oversee the effective implementation of all HR and relevant organisational policies.
Ensure that the recruitment process, the issuing of contracts of employment and the terms and conditions of employment meet all relevant employment legislation, relevant national policies, regulations and public service policies and procedures.
Provide HR support in relation to Recruitment, Training and Development, remuneration, superannuation, employee on-boarding and induction/orientation, performance management etc. Educate, coach and partner with managers on performance management and employee development goals. Ensure effective, open communications are established and maintained with staff. Empower Managers through mentoring, coaching and practical advice to support their development and management of their staff teams.
Be responsible, in conjunction with the Head of HR for providing professional support, leadership and advice to Managers/Heads of Departments in relation to HR best practice, employment law issues and, in particular, employee relations.
Take a key role in developing and fostering positive employee relations by providing advice and guidance to all line managers on matters related to Human Resource policies, procedures and terms and conditions of employment.
Provide advice and assistance in the resolution of disputes.
Develop and maintain a good working relationship with Trade Unions and professional representative organisations through the correct forums for engagement Work closely with Managers/Heads of Departments to develop and maintain an effective workforce planning system.
Assist in leading the HR Team in identifying improvements and initiatives to the service in line with best practice. Collaborate with the SMT and HR Team to champion and accelerate the culture and values of the organisation. Develop and maintain the Human Resources and other management information. Analyse and interpret various types of employee reports to guide decision making and provide proactive solutions.
Ensure that the team makes the most effective and efficient use of developments in information technology for administrative support in a manner that integrates well with systems throughout the public service.
To be fully up to date regarding the HR System and Time Management System (TMS) and digitisation of the HR function, providing support where required.
Assist in the collection, interpretation and presentation of staff, data and information on the NSO activities and staffing as required.
To ensure compliance with the requirements of GDPR in respect of HR activities and records. To liaise with the Finance Department to support accurate administration of salaries and other payments. To ensure the return of specified quarterly and annual reports to the Department TCGSM as required.
Undertake any relevant HR assignment / projects necessary in relation to the work of the taskforce and any other duties assigned.
Provide guidance in various change management initiatives in the company. Assist in HR technology review and implementation while understanding the budgeting and tendering process.

The Person Essential Requirements The successful candidate must demonstrate evidence of:
A third level qualification (at Level 8) in HRM or an equivalent related discipline with 5 years' of relevant experience The ability to work both independently and collaboratively within a demanding environment and foster cross departmental collaboration with other NCH functions Demonstrate excellent communication and interpersonal skills Strong planning and organisation skills with the ability to work across multiple areas whilst prioritising competing demands and delivering tasks within tight deadlines Proven knowledge and understanding of employment law, industrial procedures, data protection and GDPR Regulations Experience with Office 365 and/or other similar ICT systems Desirable Requirements The following requirements are desirable: Knowledge and experience of Human Resource practices within the Irish public and/or civil service An interest in cultural institutions and the music sector CIPD membership Capability Framework Candidates should demonstrate the ability to carry out successfully the duties of the role, as well as the behaviours, skills and knowledge required at Higher Executive Officer grade.
