Procurement Specialist
About the Role
The Land Development Agency (LDA) is seeking a Procurement Specialist to assist in the delivery of a best practice procurement function within the Finance Department.
Responsibilities
* Assist throughout the end-to-end individual tender processes for below threshold tenders, small scale EU Threshold tenders and mini-competitions from frameworks.
* Prepare draft tender documentation using LDA templates.
* Draft selection and/or award criteria.
* Support development of specifications.
* Management of clarifications via eTenders.
* Preparation of evaluation matrices.
* Arranging of tender evaluation panels including selection of appropriate personnel.
* Contributing/tender evaluation processes.
* Assistance with drafting and issuing notification letters.
* Publication of award notices if applicable.
* Ensuring transitional processes are in place in relation to services being transferred from an incumbent supplier to a new supplier.
Requirements
* Confident and commercially minded with at least 2 years previous experience gained in an equivalent procurement/buying role.
* Track record assisting in the procurement of goods, services and works contracts.
* Previous procurement experience, ideally in a similar public body would be advantageous.
* Good knowledge of procurement functions and having a working knowledge of the eTenders platform would be an advantage.
* Excellent verbal and written communication skills.
* Initiative and decision-making skills to prioritise tasks and drive results.
Desirable Skills and Attributes
* Previous procurement experience in a public body/semi-state agency.
* An understanding of the application of public procurement policy and legislation.
* A recognised qualification in procurement would be advantageous but is not a requirement.
* Commitment to developing new skills and embracing new challenges.
