Title of Position: Design Manager Structures, Capital Programme Salary: €80,745 - €106,005 Background The Structures Department provides design services, advice and guidance to functional areas and projects within TII. This includes detailed structural analysis and design, inspections and assessments, specification and contract drafting, report writing and provision of expert structural advice. This advice and guidance includes but is not limited to: Design of structural components associated with public transport infrastructure (primarily Luas light rail), bridges, track, depots, substations, and accessibility improvement schemes Development and ownership of specifications for structural elements Development and assessment of tender documentation Review and assessment of contractor / consultant proposals for structural elements Undertaking, procuring, and managing specialist structural assessments Administering, procuring, and reviewing structural designs / reports for various schemes Managing a design team comprising engineers, graduates and technicians. The role is to serve as the technical expert in structural design and lead a team with varying degrees of experience in the above matters. The Design Manager will be an experienced practitioner with an in-depth knowledge of the policy, standards and guidelines for structures, and particularly their application to a public transport (light rail and metro) context. The Design Manager will be required to engage extensively with counterparts and stakeholders in NTA, local authorities, developers and their consultants and advisors. They will require an understanding of the remit of the local authorities in structural matters and an appreciation of the applicable systems in place in these local authorities. The role will entail significant interface and consultation with local authorities and other stakeholders with a view to obtaining all requisite agreements. Role and Responsibilities Technical leadership and management of the department to deliver structural design services for Luas, Metro and related public transport capital schemes Management of a project team as required Management and co-ordination of associated consultants and advisors as required Coordination of all design interfaces including health and safety aspects with in-house multi-disciplinary design teams and design consultants as may be appropriate Providing expert advice to TII managers on structures and structural design Liaison and engagement with local authorities on structural interfaces with the light rail system and with planned Luas and related projects Representing TII at structures-related meetings with stakeholders including NTA, OPW, and consultants Leading strategically important initiatives in sustainability, research and innovation, circular economy and carbon reduction through various forums and initiatives Preparation of relevant statutory planning and certification documents Assisting the commercial and procurement teams with technical aspects of bidder prequalification and tender reviews Providing advice in the preparation of project programmes and risk assessments Preparation of design briefs for procuring consultants, and management of consultants and specialist advisers Assisting with external interfaces to the project including NTA, local authorities, transport operators, external consultants and others Control of time, risk and quality targets in accordance with the appropriate stakeholder guidelines and TII internal project management procedures Assisting in the preparation of progress, status and other reports Undertaking such tasks, activities or other duties as may be required or assigned as appropriate to the grade. All of the divisions within TII have inter-dependent responsibilities and close cooperation and teamwork is required across the organisation. The person appointed will be required to demonstrate the flexibility necessary to fulfil other roles and responsibilities at a similar grade within TII and may be assigned to other such roles as business needs arise. ESSENTIAL REQUIREMENTS Education & Experience Degree or third level professional qualification(HETAClevel 8 or higher) instructural engineering or related discipline. Chartered membership of Engineers Ireland or an equivalent professional body Minimum seven years postgraduate experience in structural engineering design Extensive experience in structural design from first principles for rail projects Proficiency in latest release of Microstation, MX, structural analysis software Experience of leading and managing engineering design teams and contracts Strong understanding and experience in quality management systems for design Strong understanding of the requirements on designers in terms of health and safety The ability to communicate clearly and effectively both written and orally The ability to review and report on design issues with senior management, design and project team members, external designers, and construction personnel The ability to manage, lead and motivate a team in a dynamic environment to tight timescales Demonstrable commitment to continuing professional development Note: In order to assure the shortlisting panel that you satisfy these requirements you must explicitly reference how you meet the requirements in your application.
