The MCS Group is delighted to be partnering with a large public sector regulatory body in their search for a Finance and Procurement Manager.
Key Responsibilities
* Financial Management: Oversee accounts, budgeting, forecasting, and compliance within governmental guidelines.
* Audit & Compliance: Manage year-end accounts, liaise with auditors, implement recommendations, and ensure regulatory compliance.
* Payroll & Cashflow: Supervise payroll, pay awards, cashflow, borrowing, and Consolidated Fund drawdowns.
* Risk & Performance: Maintain risk registers, deliver scorecards, facilitate board risk discussions, and oversee mid-year reviews.
* Procurement & Policies: Oversee procurement, develop financial policies, ensure compliance, and implement audit recommendations.
* Stakeholder Engagement: Build relationships with key stakeholders, support public sector engagement, and ensure effective communication.
* Leadership & Team Management: Direct the finance team, oversee recruitment, training, and performance management, fostering a strong organisational culture.
* Governance & Strategy: Advise leadership on financial matters, support decision-making, and align operations with corporate vision and values.
Requirements
* At least three years post qualification membership of a recognised professional accountancy body.
* Demonstrable experience of personal responsibility for the preparation of financial accounts including a working knowledge of applying financial reporting standards, auditing standards and methodologies.
* Demonstrable experience of planning and managing and monitoring complex annual budgets.
* Experience within the leadership and management of a team.
* Procurement related experience from initial review of procurement documentation to contract award.
