Hybrid 2 days office - Permanent role - Dublin or Cork based
The Facilities function within Gas Networks Ireland is responsible for delivering a highly effective Facilities Management Service for Gas Networks Ireland including managing all aspects of the company’s property portfolio, maintenance needs of the business, managing the security of all facilities and the management of the company’s fleet.
Reporting to the Facilities Manager, the Capital Projects Manager will be responsible for developing and overseeing both major and minor building projects within budget and on time. The role will also be responsible for managing the GNI property portfolio on a national basis. The purpose of this role is to deliver a highly effective Capital Projects Management Service to GNI from conception through to completion. The role shall also be responsible for the provision of support and advice on the procurement of Services, ensuring the department adheres to policies and procedures and purchasing processes.
Duties and Responsibilities:
Capital Projects
1. Manage the annual GNI Facility Capital Budgets
2. Preparation of papers and presentation at investment and contract approval committees (EAC, CAC etc.) as required for approval of capital spend and contract authorisation
3. Develop 5 year capital budgets and submission of papers for the various Price Controls. Respond to the CRU with supporting information/clarifications as required
4. Manage dedicated Capital Projects and Property Team (comprising both internal and outsourced resources) to deliver a quality service
5. Responsibility for the Management of project delivery including budget, scope, programme, quality, safety and statutory approvals through all phases from initial concept through to handover.
6. Develop and maintain strategic relationships with Senior Business Stakeholder/Managers to ensure successful capital projects delivery.
7. Communication and presentation at key project stages (steering group meetings) to senior business leaders/managers and external agencies to communicate the project status, progress, issues and seek direction/approval at each project phase/gate.
8. Manage internal and external resources to deliver the capital projects portfolio including Engineering Consultant, Main Contractors and specialist vendors.
9. Create and maintain a team that are focused on delivering results by providing effective coaching and by driving and maintaining employee engagement.
10. Manage the procurement of capital works, engineering consultancy, furniture, security and specialist ICT systems. Completion of Tender Document (Mini tenders from Frameworks or where applicable full OJEU tender process), management of all queries etc. and completion of tender assessments.
11. Manage and authorise all commercial aspects of contracts including, issuing PO’s, approving invoices, processing/approving interim payments and agreement and close out of the final account.
12. Ensure all company governance and compliance policies and protocols are adhered to.
13. Monitor and ensure compliance with statutory and legislative requirements in respect of Health and Safety, the environment, building and workplace regulations.
14. Monitor and track the project performance across the Capital Projects Portfolio, determine significant irregularities, trends / variances and suggest corrective action.
15. Support the implementation of Future of Work / Hybrid Working model as workplaces are reconfigured.
16. Identify opportunities from Lessons Learned: monitor corrective action/improvement plans and cross project learning; formulate recommendations to inform management decisions.
17. Develop standard project execution documentation, specifications, reports, process maps etc.
18. Other duties as may be assigned from time to time.
19. The role requires flexibility to extend working hours and the possibility of being a member of the on-call rota.
Knowledge, Skills and Experience:
1. Relevant third level Engineering qualification or equivalent, preferably Chartered Engineer.
2. Certified Practitioner in one of the recognised PM methodologies, either Prince2, PMI or PMP.
3. Minimum of seven years’ experience delivering multi-disciplinary projects from conception through to completion.
4. Strong knowledge of best practice design and construction methodologies along with a knowledge of relevant statutory processes such as Planning, Fire Safety and BCAR.
5. Proven ability to create and develop good working relationships to facilitate the accomplishment of work goals, coupled with the ability to gain commitment from others.
6. Ability to manage time and workload effectively which includes planning, organising and prioritising with attention to detail.
7. Experience with identifying improvement opportunities, generating ideas and implementing solutions.
8. Proven track record in the delivery of multi-disciplinary projects.
9. Lead both direct and third party resources (degree qualified) to optimise quality service delivery.
10. Have excellent analytical skills and be able to identify and analyse problems and potential improvements, and propose and implement solutions.
11. Ability to set own high standards of performance and delivering desired results.
12. Full clean Driver’s License.
