Purpose of the Post
To provide a consultant medical service in General Adult Psychiatry in North Cork Mental Health Services. The post involves providing Consultant leadership to the Kanturk sector team and provision of Consultant care to continuing care patients in St Stephen’s Hospital and Mount Alvernia Hospital.
Principal Duties and Responsibilities
1. To participate in development of and undertake all duties and functions pertinent to the Consultant’s area of competence, as set out within the Clinical Directorate Service Plan and in line with policies as specified by the Employer.
2. To ensure that duties and functions are undertaken in a manner that minimises delays for patients and possible disruption of services.
3. To work within the framework of the hospital / agency’s service plan and/or levels of service (volume, types etc.) as determined by the Employer.
4. To co-operate with the expeditious implementation of the Disciplinary Procedure.
5. To formally review the execution of the Clinical Directorate Service Plan with the Executive Clinical Director / Employer periodically.
6. To participate in the development and operation of the Clinical Directorate structure and in such management or representative structures as are in place or being developed.
7. To provide, as appropriate, consultation in the Consultant’s area of designated expertise in respect of patients of other Consultants at their request.
8. To ensure appropriate medical cover is available at all times, having due regard to the implementation of the European Working Time Directive.
9. To supervise and be responsible for diagnosis, treatment and care provided by non-Consultant Hospital Doctors (NCHDs) treating patients under the Consultant’s care.
10. To participate in selection processes for non-Consultant Hospital Doctors and other staff as appropriate.
11. To participate in clinical audit and proactive risk management.
12. To carry out teaching as appropriate.
Clinical:
1. To practice as a consultant general adult psychiatrist in North Cork Mental Health Services under the Contract for Consultants on the Public Only Consultant Contract 2023 by the HSE.
2. To ensure compliance with all aspects of the Mental Health Act 2001.
3. To be responsible for the care and treatment of patients in his/her clinical charge.
4. To provide a diagnostic treatment or consultation service as may be appropriate.
5. To arrange for the discharge of all patients in his/her clinical charge.
6. To keep such records as may be required by the HSE.
7. To examine, assess, report and provide advice on every person referred to him/her if appropriate.
8. To supervise and be responsible for the clinical work and record keeping of non-consultant hospital doctors.
9. To report to the HSE, arrangements for the custody of dangerous drugs etc.
10. To participate in a system of professional practice review to support the maintenance of service quality and standards.
Organisational:
1. To work with the HSE; heads of services, executive clinical director and other staff in all matters pertaining to their general efficiency.
2. To allow a minimum of 32 hours per week for clinical activity.
3. To participate in the on-call rota as required.
4. To undertake referral meetings and case reviews as appropriate.
5. To assist in the development of best practice protocols.
6. To participate in regular audit and quality assurance programmes.
Teaching:
1. To undertake undergraduate and postgraduate medical teaching duties.
2. To provide lectures for students and health care staff.
