Department Head of Clinical Services Location: Beaumont Hospital, Dublin 9 Reports to: Chief Executive Officer Post Status: Permanent Contract Salary: Appointment will be made on the Service Manager salary scale (€84,065 - €103,023) at a point in line with Government pay policy. Hours of work: Full-Time (35 hours per week) Closing Date: Monday, 10thFebruary Position Summary: This is an exciting role which gives the post-holder an opportunity to lead the hospitals business and service planning process and to act as the Senior Executive Lead for the Health and Social Care Professions. The post is also responsible for enhancing integration with community services and supporting patients transitioning between acute and community services to access appropriate care provision. The Head of Clinical Services will be an executive lead for convening processes in Beaumont to explore service reconfiguration options across the HSE Dublin and North East Region. The Head of Clinical Services will develop key interactions and strong effective relationships with relevant external stakeholders to ensure optimal access to development funding and support for key strategic organisational developments. As a key member of the Senior Management Team, the post-holder will have the opportunity to provide support to the Chief Executive and the Senior Management Team across a wide variety of other initiatives and developments. Responsibilities MAIN DUTIES Clinical Services Provide excellent leadership/guidance to staff of the Clinical Services function at all levels. Ensure compliance with CORU (The Health and Social Care Professionals Council), relevant legislative and organisational requirements. Support Heads of Department in their research and educational contribution to the organisation and their profession. Through the Directorate clinical partner model, continue to advance the integration of the Core Clinical Services (Appendix 1) within the Directorate structure to ensure that the full range of services required for care delivery are encompassed in the work of the Directorates. Support Core Clinical Services staff to play a key role in the organisations process improvement and change agenda. Develop and support key members of the Core Clinical Services Division to take on broader leadership roles within the organisation as appropriate and required. To work with the Core Clinical Services heads to ensure: The establishment and maintenance of the highest clinical governance, quality of service and patient focused care which reflects Beaumont Hospitals mission and values. To keep up to date on the national/international changes within the professions, identify the impact of same, and implement changes as agreed and as required. To be responsible for assisting each head of professional service to devise operational policies, practices and procedures in their departments to help reduce and minimise costs, raise standards and generally ensure efficient use of resources. To be responsible for ensuring that the Core Clinical Services achieve Key Performance Indicators. Provide professional line management to Appendix 2 clinical services professionals and supporting the relevant Directorates in their operational management role for this group. Corporate & Strategic Work effectively as part of the Senior Management Team with clinical and corporate staff and key stakeholders. Support the implementation and delivery of the Beaumont Hospital Strategy. Contribute to corporate management of the hospital and play a key role in corporate communications externally and internally. Assist in the overall development of business and management capacity and capability within the hospital. Ensure the highest standards of corporate governance and personal conduct. Management and HR Ensure the highest quality of HR management is adhered to. Promote staff engagement and development as a key objective and promote the pursuit of skills and competencies consistent with corporate and departmental training plans. Ensure that annual performance achievement and objective setting is in place for all Core Clinical Services Departments. Ensure all staff carry out their duties in accordance with key national guidelines and hospital policies. General Plan, organise, and manage the operations of the office of Clinical Services in such a manner as to ensure that it operates effectively, efficiently, supporting strategic and operational requirements. To perform such other duties appropriate to the post as may be assigned from time to time by the Chief Executive Officer or such other officer designated by the Beaumont Hospital Board. Key Relationships CEO keep in the loop, seek their advice and guidance, and collaborate for the purpose of influencing, integration and delivering an ambitious Strategic Plan. Lead Clinical Director work alongside to create a more informed view of the intermediate and long term strategic planning imperatives from a clinical perspective. Director of Nursing contribute to the overall management of patient flows and optimisation of combined patient treatment capacity and collaborate on in disciplinary day-to-day working and improvement projects. Clinical Directors work constructively on practical re-configuration of services within the hospital and in the Regional context. Heads of Corporate Services i.e., Quality & Patient Safety, Operations, Finance, HR, ICT, Support Services, Facilities/Campus Developments - ensure provision and support for respective developments and business plans. As a member of the SMT, strive to achieve the identified KPIs and performance targets. HSE Dublin & North East Region provide necessary updates and analysis of challenges and opportunities for better prioritisation of patient care. Key Interfaces Clinical Directorate Teams undertake the duties of this post to ensure follow through and support clinical developments in whole hospital prioritisation of patient care with appropriate accountability. Integrated Quality and Risk Within the scope of the role and as a member of the SMT contribute to proactive analysis and delivery of quality indicators. Patient care improvement projects/developments - ensure alignment of care programmes and improvement projects with key operational and strategic priorities. Campus developments/ facilities contributing to ensuring a planned approach to maintenance of facilities, delivery of general services and business continuity. Qualifications Qualifications & Experience Relevant professional qualification in one of the Health & Social Care Professions, with a clear record of continuing professional/management development. Have at least 6 years post qualification experience, including proven management experience in a senior capacity in the Health & Social Care Profession service. Have over 3 years senior management experience in healthcare operations role in a large healthcare or relevant organisation. A management qualification at post-graduate level is desirable. Experience of leading change in a complex organisation. Experience of managing and working collaboratively with multiple stakeholders. Possess the requisite knowledge, skills and attributes to manage a complex function including an ability and the capacity to discharge the administrative functions of the post. Skills/Qualities Builds and maintains relationships. Excellent communication skills, both verbal and written, with an ability to communicate effectively with staff throughout the organisation. Ability to convey key messages in large groups and one-on-one settings. Demonstrate a record of delivering results and achievement at senior level.
