The project:
The costing and estimating support will be responsible for providing support to the costing and estimating lead in reviewing, developing, and implementing processes, procedures, and systems to be used in the planning, estimating, budgeting, funding, managing, and controlling of costs so that the project can be completed within the approved budget.
The role holder shall provide leadership in costing and estimating throughout the delivery of the project, helping to ensure that the costing and estimating controls are being complied with across the project, including by the Project Delivery Partner and the appointed contractors. The role holder will also support in the carrying out of cost management and estimation across the programme and will ensure that there is a focus on accurate forecasting of out-turn costs and cash flow and a culture of mitigating estimated cost overruns is embedded.

You'll be responsible for:
* Conducting feasibility studies, advising on procurement strategies and contract selection, writing and undertaking procurement reports.
* Applying the value management techniques at the outset of a project.
* Managing, estimating, and cost planning activities to include taking ownership of and presenting the final cost plan.
* Assisting in procurement and selection of main contractor.
* Preparing contract documents, warranties, bonds and licenses and assist formal execution by the appropriate parties.
* Advising on administration of the terms of the building contract.
* Measuring and providing valuations of the work carried out and adjust variations in accordance with the terms of the contract and agree with the contractor.
* Provides cost control and reporting services during the contract.
* Prepares financial reports for the client in the form and at the frequency required.
* Identifies all costs associated with design changes, contract awards, construction activities and client charges.
* Advising on the issue of certificates of practical completion and ensure that final accounts are negotiated and agreed.
* Advising on the issue of certificate of making good defects and final completion in accordance with any requirements relating to completion, submissions and approvals.
* Provides guidance and direction to Assistant Cost Consultant and other junior team members.
* Developing effective working relationships with both internal and external stakeholders.
You'll need to have:
* A degree in quantity surveying/cost management/or equivalent.
* Professional membership or working towards such as SCSI / RICS, CIOB, IEI or similar, CIArb
* Proficient knowledge and expertise on infrastructure projects.
* Relevant technical qualification/certification for project portfolios.
* Experience in most forms of contract.
* Sound knowledge and ability to undertake and advise on Contract Administration and Contract Management.
* Proven experience in cost consultancy, planning, budgeting and estimating.
* Understanding different types of contract including the method of measurement.
You'll also have:
* Knowledge of value engineering, life cycle costing, contract law and contractual frameworks relating to construction.
* Negotiation, analytical and digital skills.
