This is a mandatory, safety critical role within the Alstom business under the new 019 standard and is an important role within all projects as well as to external clients and suppliers.
Your Future role:
A critical and mandatory position within all railway infrastructure projects requiring access on or near the line. The Possession Planner (SWL2) is responsible for liaising with our business functions, our clients, NWR and third party contractors to develop, plan, book then deliver our access plan whilst ensuring the plan meets with the access requirements of our projects to deliver the project and whilst maintaining our compliance with the NR/L2/OHL/019/09 standard at all times.
The Possession Planner will report functionally to the Project Director and hierarchically to the Safe Work Manager. Mandated under the 019 Standard, each project is required to appoint a Possession Planner to plan all access requirements for each function within our business, liaise with the Client NWR and deliver those identified access requirements ensuring compliance with the RIPS license & the 019 Standards requirements at all times.
We'll look to you for:
1. Planning and managing the safety arrangements within a standard engineering worksite.
2. Have the ability to lead and manage the interface risks associated with multiple tasks and/or groups. The risks associated with each task will be managed by each relevant Task PIC who is accountable and holds the safe work pack for that activity.
3. In a standard engineering worksite containing multiple tasks and/or groups the SWL2 reviews the interface risks associated with multiple tasks.
4. Responsible for the identification and management of the de-confliction process wherever any work conflicts occur.
5. They shall confirm that the relevant Task PIC has been assessed and will implement the controls to manage the risks associated with the delivery of their task.
6. The SWL2 shall be fully involved and take the lead in the planning process for all worksites they lead.
7. They will be involved in the planning and briefed on the interface risks created by the parties intending to work within the engineering worksite, in timescales that allow any additional interface controls to be included in the SWP for the worksite.
8. This is a critical role within the Alstom business under the new 019 standard and is an important role within a project as well as to external clients and suppliers.
Responsibilities:
9. 019 V09 Possession Planner
10. Book worksites through the national possession planning system
11. Work with NWR & third parties to resolve any access conflicts
12. Review all work content with the project management team and the client to ensure the access plan is fully understood and suitable for the task
13. Ensure that all access requirements are planned and delivered in accordance with NR/L2/OHS/019/09
14. Represent Alstom at all access review, access planning, Picop, whiteboard and production meetings as required
15. Contribute to the performance, development and success of the regional planning teams to promote a cohesive and high performing team
16. Develop and maintain relationships with Alstom and Network Rail, as well as third party planning teams
17. Undertake the role in a manner that is consistent with, and reinforces company standards
18. Liaise with NWR and other contractors to maximise available track access
19. Identify and communicate interface risks and opportunities
20. Ensure all sub-contractors Safe system of work packs meet Alstom’s standards
21. Assume responsibly and accountability as the projects Adjacent line open (ALO) process planner, planning all ALO activity in line with National and regional mandatory standards and communicate the ALO plan accurately and in a timely manner to those responsible for its delivery on site as Task Person in Charge.

23. A trained and certified SWL2 competent individual, the SWL2 shall manage standard possession worksites as the Worksite Person in charge, with overall accountability and responsibility for that engineering worksite.
They will be experienced and involved in:

32. Attend all planning related meetings as Alstom’s representative as required
33. Attend site when required by the Project
34. Be available to work both days and nights as required in the week as well as the weekend
35. To comply with, undertake and promote all relevant Environment, Health & Safety measures, responsibilities and activates
36. Chair planning and access meetings as required
37. Arrange and deliver worksite access to the projects requirements
38. Develop, plan and deliver the Alstom project access plan
39. Book track access through PPS and identify any works conflict and associated risks
40. Liaise with the client and other Principle contractors during the access planning stage
41. Attend and effectively manage works delivery planning meetings
42. Write and deliver 019 briefings as required for the worksite they shall manage as SWL2
43. Write shift reports to a standard that ensures compliance with audits
44. Be confident enough to make important decisions particularly when de-conflicting works, and be an affective Communicator of those decisions
45. Plan, develop and delivery our ALO plan whilst ensuring compliance with all ALO regulations .
