Job Title:Project Manager Reporting to:Chief Projects Officer Place of Work: 47-49 Pearse St., Dublin 2, D02 YN40 (Hybrid working in office and from home (2/3 days in office per week)) Employment: 12 Month Fixed Term Contract to support, in the main, a one-year assessment transformation project Benefits:Travel Pass, Company Leave Days, EAP Programme, Learning & Development, Laptop and Home Office Equipment Position Summary: The Project Manager (PM) will play a key role in managing and supporting IOBs business-critical Assessment Transformation Programme over a 12-month period, using our Moodle Learning Management System (LMS).
The PM will be responsible for proactively managingthe project schedule, budget, scope, quality of development and project risks.Working closely with the project sponsor, the PM will managethe preparation of functional specifications, user testing and organisational change associated with the project, ensuring deliverables meet business requirements and the smooth adoption and alignment across stakeholders.
It is expected that the PM will lead the project in a flexible and adaptive way, ensuring focus is on the critical activities and proactively managing challenges while working with the team to meet their deadlines.
The role involves collaborating with small internal operational teams and coordinating with external system vendors.
This role willalso provide project management support to some smaller cross-functional business projects and initiatives as capacity allows.
KEY RESPONSIBILITIES: Project Management: Perform all project administration and Project Management Office (PMO) responsibilities, including developing and maintaining project plans, timelines, budgets, risk management, change management and providing regular project tracking status reports and presentations to PMO, stakeholders and leadership team.
Collaborate closely with project sponsor, internal subject experts, external system vendors and the project steering group to ensure project deliverables meet requirements.
Facilitate regular project meetings, workshops, and progress reviews to ensure transparency, and serve as the primary point of contact between all stakeholders.
Ensure the vendor deliverables align with project objectives through gathering and documenting requirements and developing functional specifications.
Ensure the quality of the solution through rigorous testing phases, including user acceptance testing.
Change Management: Lead change management to facilitate smooth adoption of the new systems and processes.
Develop and implement communication strategies to engage stakeholders effectively.
Oversee the creation and delivery of training programs, support materials, and resources for end-users.
Cross-Functional Project Support: Project management of smaller cross-functional PMO initiatives as capacity allows.
Balance priorities between the primary project and other PMO initiatives.
KEY REQUIREMENTS: Experience and Skills: Minimum 3 years of proven experience managing the implementation of complex business-critical system transformation or technical projects.
Proven ability to manage the balance of project resources balancing commitments between priority activities in their functional role and project delivery commitments.
Demonstrated ability to be able remainflexible and adaptive, proactively managing emerging risks and issues while maintaining project the scope, schedule, budget and quality.
Expertise in Project Management frameworks and best practice (e.g., Agile, Waterfall, or hybrid models).
Demonstrated ability to manage change management processes, including stakeholder engagement and training.
Technical Knowledge: Highly proficient IT skills, including Microsoft suite of applications and project management tools (e.g., Jira, or equivalent).
Familiarity with system development lifecycles, integration processes, and technical implementations.
Understanding of IT systems and architecture is advantageous.
A knowledge of Moodle Learning Management System (LMS) is advantageous.
Education and Certifications: Third-level qualification in a relevant discipline.
Project management certification (e.g.
PRINCE2 or equivalent) is preferred.
Certification or training in change management is a strong advantage.
