Job Purpose
Within our GMS (Global Manufacturing & Supply) division, we are looking for an exceptional Global Program & Portfolio Director with substantial global portfolio and program execution experience in life science manufacturing.
Reporting to the Head of PMO in GMS, the Global Program & Portfolio Director is a senior leadership role. The successful candidate will play a pivotal role in:
* Driving strategic project and program management initiatives.
* Supporting continuous improvement within the PMO function and embedding the function as a key strategic partner to GMS stakeholders.
* Ensuring the successful delivery of projects and programs.
* Aligning project outcomes with the company's strategic goals.
* Acting as a key intermediary between the Head of PMO and the PMO team, ensuring seamless communication and operational efficiency.
The successful candidate will work with leadership to embed best practice portfolio management, strategy execution, and benefits realisation across one or more platform areas. Additionally, the candidate will own the execution strategy for a defined portfolio and lead one (or more) strategic global programs. Program deliverables will be significantly large in size, complex in nature and encompass sizeable investments ($100M+).
The Global Program & Portfolio Director will be responsible for the line management of between 1 – 3 colleagues / contractors who will each be deployed across one or more strategic areas.

Core Responsibilities
Leadership and Strategy
* Work with the Head of PMO and leadership to support project / program execution and PMO construct / Continuous Improvement is fully and unambiguously aligned with current and future GMS / Zoetis strategy.
* Participate in and contribute to strategy development and annual budget planning lifecycle - providing guidance, advice, and input into GMS’ ability to realise those strategies through investment appraisals, prioritisation, project execution metrics and enterprise resource planning.
* Interface with key stakeholders across the business at all levels and have credibility at VP level discussions. Act as a trusted advisor to senior leadership on project, program and portfolio management.
Portfolio Planning
* Participate in and contribute to platform meetings, strategy development and annual budget planning. Provide guidance, advice, and input into GMS’ ability to realise such strategies through investment appraisals, prioritisation, project execution metrics and enterprise resource planning.
* Work with platform VPs and strategy leads to ensure the right balance and mix of projects across the portfolio.
* Work with other departments (e.g. ZTD, VMRD) advocating for timely GMS involvement in the decision-making processes.
* Ensure the ambition of each program within the portfolio is clearly articulated and set out within a business case.
* Ensure linkage between program outcomes and the GMS strategy is clear from program approval through to program closure – taking proactive steps to address any potential misalignment over time.
Portfolio Execution
* Establish and maintain roadmaps for assigned portfolio, outlining how each program/project within the portfolio contributes to GMS or Zoetis strategy.
* Maintain visibility of the progress of execution across the portfolio.
* Establish a results-oriented, metrics-driven approach to strategy execution to develop improvements and efficiencies of our portfolio.
* Ensure portfolio management processes (from ideation and approval through to closeout) are in place and fit for purpose.
* Work with leadership in GMS to lead on a range of continuous improvement initiatives enhancing the PMO service offering and project delivery performance across GMS e.g. stage gate implementation, risk management, financial management.
* Oversee quality of PMO deliverables for program & portfolio management.
* Prepare regular portfolio update reports setting out progress vs plan, key risks, items for escalation, time and cost projections.
Program Execution
* Work with the teams to identify and implement new ways of working to increase the speed and effectiveness of the program in hand.
* Develop a comprehensive program plan that maps out the program roadmap, critical path, key dependencies, resource needs and major risks to successful program delivery.
* Monitor and provide regular management updates on agreed strategic program targets and KPIs (e.g. cost, benefit and timeline metrics).
* Manage and report on program level risk / assesses risk to GMS Strategy.
* Manage and report on program and project resources, including onboarding and roll-off of project managers as appropriate.
* Ensure highest Quality and Compliance standards. Participate and Comply with the Company’s Quality Management System.
* Prepare regular program update reports setting out progress vs plan, key risks, items for escalation, time and cost projections.
* Develop, manage and track all required program documents, including but not limited to the following: Milestone roadmap, interdependency map, risks and issue logs, comms plans, status reports, budget, resource plan, actuals and forecast tracking and lessons learned logs.
* Work with program and project managers to ensure program and projects are being delivered, providing education and guidance as needed.
* Create robust communication channels with key stakeholders, ensuring expectations are effectively managed.
* Manage handover of program outcomes to the business ensuring appropriate support arrangements and training is in place.
Program & Portfolio Governance
* Establish and own appropriate and effective program and portfolio governance structures that are effective and align with existing Zoetis governance structures, policies and procedures.
* Ensure timely escalation to Sponsor, GMS PMO Lead and GMS LT of projects going off track which impact the wider portfolio objectives.
Team Leadership
* Lead program management resources that regularly and successfully deliver complex, impactful, and highly visible programs.
* Coach and mentor program and project managers to ensure the adoption of standardised process, priorities and procedures.
* Source and secure necessary resources with required skills and capabilities to support programs.
* Interface with key stakeholders across the business at all levels and have credibility at VP level discussions.
* Support platforms and functional areas in the recruitment and selection of project management professionals.
People Development
* Lead a team of program and project managers through times of change. Guide your team through Organisational change and work to provide a work environment that retains top talent.
* Manage performance and behaviours of team members day-to-day and when required use formal people processes, performance management, training & development, individual development plans and talent & succession planning.
* Agree training priorities and development plans for the team.
* Make active contributions to talent pipelining processes and act to retain and grow the talented individuals that exist in the team.
* Use coaching as a tool to grow team members in ability and achievement. Embed a coaching culture in the team.
* Ensure people in the team are managed using the expectations set out in our company vision, mission, values, behaviours, and policies.
* Create effective cross functional working groups throughout the business that enable idea sharing, relationship building and the development of support networks.
Continuous Improvement
* Drive continuous growth of the PMO team through regular review of strategy, processes, policies, data management and success measures.
* Embed project and program management methodology across new areas of the GMS organisation; be a steady advocate and support for change.
* Support the development of policies, tools and procedures for portfolio and program management to be used across GMS.
* Coach and mentor others on portfolio and program management in their areas of expertise.
* Drive simplification/automation to evolve processes, services and solutions to increase agility, improve business performance and mitigate risk.
Budget Management & Benefits Realisation
* Manage aggregate portfolio budget of $1000M+, ensuring budget is managed in line with Zoetis policies, and employing prudent cost control measures to ensure the program is delivered within budget.
* Partner with Finance, Capital Leaders and VPs to manage and embed a benefits realisation approach within GMS.
Relationships
* Develop excellent partnerships with stakeholders such as Finance, Capital Leaders, ZTD, VMRD, GCD and platform VPs with a common goal of strategy execution excellence and maximising the return on investment.
Compliance
* Maintain high standards of business conduct and compliance, adhering Zoetis policies and local codes of practise.

* Strategic thinker with experience in translating strategic outcomes to a set of program outcomes.

* Ability to prioritise and make data-driven recommendations on how to deliver a strategic portfolio roadmap aligned to enterprise and key business outcomes (e.g. efficiency, revenue, margin, compliance, etc.).

Training & Qualifications
* Bachelor’s degree in Information Science, business, engineering or related discipline. Master’s preferred.
* Certified Project Management qualification from recognized project management body such as PMI, APM or equivalent is essential.
* Certification in portfolio management is desirable.
* Current membership in a professional project management organisation preferred.
Experience
* Minimum of 10 years portfolio, project and program management experience with a proven track record in the delivery of business change in a life science manufacturing environment.
* Mastery of portfolio tracking, roadmap development, dependency management and delivery across complex portfolios.
* Experience in managing and tracking large scale programs and portfolios is essential.
* Experience at a senior level in a mature organisation with evidence of leadership qualities is essential. Life Sciences / Professional Services background preferable.
* Expert-level knowledge of portfolio management, program management, change management and associated methodologies, techniques, processes and approaches.
* Proven track record in successful program delivery on time and to budget within a diverse global organisation. Must have experience as a Program Manager through the full lifecycle.
* Experience of working successfully under pressure, managing complex projects, managing ambiguity and creating clarity.
* Experience of working within a fast-moving, changeable environment.
Location
* This role is based in our GMS HQ, in Cherrywood, Dublin, Ireland.
* At the Cherrywood location, office-based colleagues are expected to be in the office at least 2-3 days per week on average (50% of their time).
Travel Requirement
* Attend onsite meetings to Zoetis GMS Head Office – when necessary.
* Some international travel may be required as part of this role.
