Role Summary
The NTMA currently has an exciting opportunity for an Assistant Finance Manager to join the Irish Sovereign Funds Finance team on a permanent contract reporting to the Finance Manager. It represents an excellent opportunity for an ambitious finance professional to take up an interesting position supporting the finance operations for Ireland’s sovereign development and wealth funds (Ireland Strategic Investment Fund, Future Ireland Fund and Infrastructure, Nature and Climate Fund).
Summary of the Business
The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities. Businesses managed by the NTMA include borrowing for the Exchequer and the management of the National Debt, the State Claims Agency, the New Economy and Recovery Authority (“NewERA”), the Ireland Strategic Investment Fund, National Development Finance Agency and the NTMA Future Ireland Funds business unit with responsibility for the management of the Future Ireland Fund and Infrastructure, Climate and Nature Fund. The NTMA also assigns staff to the National Asset Management Agency, the Strategic Banking Corporation of Ireland (SBCI) and Home Building Finance Ireland (HBFI).

Principal Accountabilities
1. Prepare/Review due diligence on all new direct loans and alternative investments, analysing the financial and operational impacts, consisting of facility agreement and fund documentation review.
2. Review partnership agreements and interpret reporting requirements and partner economics.
3. Responsible for administration of loans including reviewing facility agreements, calculating interest and repayments for review and approval.
4. Review investee allocations and capital account statements.
5. Review and process capital call and distribution notices.
6. Review of daily and monthly internal management information reporting.
7. Review/prepare the reconciliation of the daily NAVs produced by the Fund’s Portfolio Management System to the ABOR.
8. Prepare and review accounting journals.
9. Respond to business unit requests in a professional and timely manner.
10. Preparation of quarterly reporting to the Investment Valuation Committee.
11. Manage the year-end direct equity valuation process with the external valuer and auditors.
12. Oversee adherence to Finance processes, procedures and controls, reviewing same periodically.
13. Participate in the continuous development and enhancement of workflows and procedures to reflect the changing control environment.
14. Work on Projects / Adhoc tasks as required.
15. Train, coach and mentor more junior team members.
16. Liaise with the Fund’s external tax advisor to ensure all tax filings and documents are completed on time.
Experience
1. Qualified accountant (ACA, ACCA, CIMA) required.
2. Third level qualification preferably in Finance or Accounting (or related field).
3. Experience managing a team of finance professionals.
4. At least 5 years experience in Fund Accounting, knowledge of both Private Market and Hedge products essential.
5. Experience in Portfolio Management System onboarding/transformation projects desirable.

Knowledge
1. Experience in the administration and accounting of investments such as quoted and unquoted equities, bonds, funds, loans, derivatives and alternatives is essential.
2. Experience implementing and using a portfolio management system would be advantageous.
3. Experience working with loans systems, loans administration, calculating interest due including ability to calculate interpolated interest rates would be advantageous.
4. Experience reviewing and interpreting loan facility agreements, limited partnerships agreements and other investment documentation would be advantageous.
5. Experience working on finance transformation projects and the introduction of automation would be advantageous.
6. Strong Microsoft Excel skills, with experience in other Microsoft Packages.
7. Knowledge of general ledger applications (in particular Infor SunSystems) would be advantageous.
8. Understanding of the role of Finance in maintaining a strong control environment.
Pension Abatement
If an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to or in receipt of a pension from the Civil or Public Service or where a Civil/Public Service pension comes into payment during the appointee’s re-employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012.
