What is the opportunity?
The Governance & Operations function provides an opportunity for candidates to contribute to and drive the development of a world class IT Engineering & Delivery function.
As the Engineering function continues to grow, it is essential that a strong governance function provides the services to enable this growth and the function to scale. As the IT Engineering Governance & Operations Lead you will contribute to and execute elements of the IT Engineering transformation plan. You will also be involved in the implementation of standard governance, processes, and procedures to monitor the delivery across the function.
In this role you will:
1. Support the monitoring of the delivery of IT Engineering & Delivery capabilities, through establishing consolidated metrics and reporting demonstrating value across technical delivery activities.
2. Provide holistic MI of the IT Engineering function as it relates to the engagement and delivery of IT Change covering all the relevant dimensions (e.g. financials, resourcing, risks, issues, KPIs) to support decision making.
3. Engage and collaborate with EPO, Group Change and IT Engineering & Delivery for a smooth demand management process.
4. Oversee the budget and FTE management across the IT Engineering Function including engagement with Group Finance.
5. Oversee all financial recoveries across the IT Engineering Function.
6. Oversee the operational risk management across the IT Engineering Function including engagement with Group Risk.
7. Have an understanding of the need for change, and the vision to manage and coordinate what is required to implement a world class IT Engineering function.
What will make you stand out?
1. Demonstrated work experience in a central function in either delivery or an Operational area in IT / Change.
2. Understanding of Change and IT programme/project deliveries and ability to use that knowledge to support processes and activities to ensure requirements are met effectively and efficiently.
3. Credibility and confidence working with stakeholders across the organisation.
4. Management and/or previous policy experience combined with strong interpersonal, writing, and communication skills.
5. Financial Management - experience and understanding of operational financial management, specifically resource financial management.
6. Practical experience of a range of delivery models including Waterfall, Agile and DevOps.
7. Supplier Management - understanding of suppliers in the end-to-end IT delivery process.
8. Risk management - understanding of the delivery risks faced by IT delivery and the controls in place to manage & mitigate these risks.
9. Continuous improvement and innovative mindset.
10. Ability to work independently with minimal guidance.
11. Ability to work under pressure and meet demanding timelines.
Essential Qualifications
3rd level degree in a related area and/or demonstrable experience.

At Bank of Ireland, our IT Engineering and Delivery team are accountable for the delivery of IT Change Solution across the business. Our IT Engineering Governance and Operations team is responsible for central oversight and support of the governance and management of the IT Engineering Function.
This is a hybrid role and can be done anywhere in the Republic of Ireland with the primary office location as Dublin. Travel will be required for in-person collaboration, exact frequency to be agreed with manager.
