The Estates & Facilities department of Trinity College Dublin is undertaking the ‘digital transformation’ of the estate with digital systems enabling a step change in ensuring efficient and sustainable use of resources, a high standard of customer service, effective project delivery, compliance with Government Policy and a safe and compliant estate.
The Estates Information & Systems Manager will be responsible for the design and implementation of an Estates Information & Systems Strategy and provide strategic leadership for the Estates & Facilities Department with respect to digital transformation and Smart Campus Initiatives.
This is a crucial role within the Estates & Facilities Department (E&F) with the opportunity to make a real impact to the service delivery across our operations, through the design and implementation of robust and effective CAFM and integrated building information systems. The role will be required to enhance interoperability across legacy, new and future systems and advance digital information management.
The Estates Information & Systems Manager will lead out in the following areas:
Digital Strategy & Transformation
Support the development of a digital strategy for the Trinity College Dublin Estates and Facilities Department. Align the estates strategy with the University’s wider digital transformation agenda. Oversee implementation of modern spatial management systems & digital twin, including BIM and ensure integration between systems, including TCD’s IWMS, Planon and potentially future systems.
Estates Information Management Strategy
To develop and implement an effective strategy to ensure that the Estates Team are capable of delivering excellent, professional services to the wider University, manage their building assets, and comply with all relevant legislation and evidence required for compliance.
Excellent Customer Services
To ensure that all systems and processes are designed to deliver excellent customer services, manage and control the accuracy and relevance of data and information, and enable services to be delivered in a reliable and cost-effective manner.
Asset and Building Information Management
To lead the transformation our approach to asset and building information management, preparing and in line with Government policy, to lead on the development and adoption of an effective approach to BIM and reviewing the current use of the Computer Aided Facilities Management (CAFM) and other systems within the department.
Information Management
To provide advice and expertise in the general management of information in a large complex organisation – including Common Data Environments (CDE), document management systems and protocols, and archiving.
Smart Campus Strategy
Support the development and implementation of a strategy to utilise modern technologies to improve management, decision making and operational intelligence within the estate. Consider how sensors, IOT and other devices within our estate, coupled with effective reporting and data analysis can improve estates operations, environmental performance and strategy and enhance the campus experience for students, staff and visitors.
Job Requirements
Qualifications
• A good honours degree (or equivalent) in an IT or property related discipline
• A relevant degree or equivalent experience, along with a commitment to continuing professional development
• Relevant professional certification in BIM (such as RICS BIM Manager Certification, BRE or BSi Professional Certification or BuildingSMART international ISO19650 Certification); BIM software accreditation (such as Revit Certified Professional)
• Project Management Certification (PMP or equivalent) desirable.
Knowledge
• Demonstrable knowledge of Estates, building management, facilities management, and/or capital project management
• Demonstrable knowledge of BIM Level 2 CAFM, GIS, IWMS systems, IT based project planning & reporting systems (MS Office suite), coupled with a high level of computer competence and a good understanding of the principles of process-mapping and simplification
• A comprehensive understanding of the facilities and regulatory environment, the construction and maintenance of buildings and the systems to ensure the optimum control, compliance, safety and comfort
• Understanding of industry standards such as SFG20, ISO9001, ISO19650, BIM Frameworks and specific technical standards
Experience
• A minimum of 5 years’ relevant experience, with 2 years gained at management level
• Demonstrable experience of change and resource management in a large multi-faceted organisation
• Demonstrable experience of delivering a core support activity in a large multi-faceted organisation involving complex data systems using a variety of specialist software applications
Skills
• Tangible leadership skills and experience including evidence of strategic thinking, problem solving and ability to influence and persuade others in order to achieve positive results
• Ability to organise major new initiatives with little or no precedent
• Strong IT skills: KPI reporting and analytical skills, with the ability to design/construct performance reports & dashboards for a variety of stakeholder audiences. High level of computer competence & understanding of process mapping & simplification
• Demonstrable knowledge and skills relating to software review and IT based project planning and reporting systems
• Excellent and effective inter-personal skills (both written and verbal) with the ability to communicate at all levels, with tact, diplomacy and openness
• Excellent people management skills and proven ability to deliver through a wider team structure
• Knowledge and understanding of building hand-over and soft-landing processes
Benefits & Compensation
Salary: This appointment will be made on the Administrative 1 (Points 1-6), Salary Scale (€68,181 – €107,959 per annum) at a point in line with current Government pay policy.
