Summary of the Business
The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities.
The SBCI is the Irish national promotional institution created by the SBCI Act 2014 with the objective of delivering effective financial supports to Irish enterprises, in particular SMEs, addressing failures in the Irish credit market and driving competition and innovation. It is the role of the SBCI as a national promotional institution to provide effective financial supports to the market to promote economic development of the Irish State.
The SBCI currently provides funding and guarantees to a range of on-lending finance providers to support the provision of long-term low-cost credit to SMEs in Ireland. The SBCI continues to develop its range of financial supports to address market failures in the Irish credit market.

Role Summary
The Product Development Manager will be a key member of the Products, Strategy and Marketing Team and will be responsible for leading the development and enhancement of new and existing products, policy measures and initiatives as well as sourcing funding and counter-guarantees to support these, together with the management of key government stakeholder relationships.
1. Identify required features and shape product offerings to address established market failures, primarily in the SME Credit market in Ireland, but also in other areas where SBCI may be well positioned to alleviate failures in the provision of credit.
2. Proactively engage with market participants to develop product strategies consistent with the SBCI strategic plan and government policy.
3. As part of the Products, Strategy and Marketing Team, take new product ideas from concept to implementation, working with the SBCI Lending, Risk and Governance and Operations Teams to seamlessly deliver products to frontline lenders. Collaborate with these teams around cost, price, design and delivery of new financial instruments.
4. Negotiate facilities, transactions and product structures with funders and guarantors.
5. Take responsibility for key relationships with government departments, providing a high level of customer service.
6. Ensure products and their delivery comply with regulatory standards including state aid rules.
7. Support the Head of Products, Strategy and Marketing in working with key stakeholders as they pertain to new products and policy measures.
8. Input to stakeholder research and consultation during product development process.
9. Respond to and provide input to ex-ante and ex-post analysis of products delivered by the SBCI.
Experience/Skill
The SBCI operates with a small and focused team, which means that flexibility is required from all team members to contribute to efforts beyond their specific areas of responsibility when necessary. All team members are expected to participate in cross-functional projects and initiatives within the SBCI and with external stakeholders.
1. Minimum of 7 - 10 years’ experience working in a relevant role in product/proposition development and/or corporate banking. Prior experience in investment and/or securitisation structuring and financial risk / price modelling would be beneficial.
2. Proven track record of managing complex product development projects and leading cross-functional teams.
3. Strong understanding of banking products and the business lending landscape.
4. Excellent communication and interpersonal skills, and proven ability to collaborate with internal and external stakeholders and to influence at senior level. Experience in managing relationships with government and public stakeholders would be beneficial.
5. Strong presentation and report writing skills.
6. Demonstrated ability to think critically and creatively.
7. Experience of working with government and/or public institutions would be an advantage.
8. A high level of numeracy, financial acumen, analytical skills and attention to detail.
9. Proven track record of achievement and willingness to take initiative and responsibility.
10. Ability to work effectively as part of a team in a dynamic environment.
Pension Abatement
If an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to or in receipt of a pension from the Civil or Public Service or where a Civil/Public Service pension comes into payment during the appointee’s re-employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012.
